About this file
This document provides specifications for a waterproofing ground leak repair project at a USDA Agricultural Research Service facility. The scope of work involves sealing visible cracks and joints in two crawl spaces using chemical grout injection to reduce water intrusion in the basement of Building 307 at the Beltsville Agricultural Research Center. The period of performance is one workweek between October 23rd and December 8th, 2023. The contractor must provide all labor, materials, equipment, supervision and scheduling to complete the chemical grout injection work over five crew days for a two-person team. This is a lowest price technically acceptable procurement with evaluation factors including price, a technical approach narrative demonstrating a feasible plan to accomplish the work, and specification sheets for materials meeting project requirements.

1.0 BACKGROUND
Building 307 at 307 Center Road in ARS Beltsville Agricultural Research Center was modernized in 2020-2022. As of summer 2023, there is a significant quantity of groundwater leaking into the basement crawlspaces of BARC 307.
2.0 PERIOD OF PERFORMANCE
The period of performance is expected to be one workweek or five (5) crew days, to be scheduled with the COR, during the period October 23 – December 8, 2023.
3.0 SCOPE OF WORK
In Crawl Space 015 and Crawl Space 016:
1. Seal the visible leaking concrete wall cracks, the floor-to-wall concrete transition cold joints, concrete floor cracks, and the concrete wall-to-horizontal beam cold joints using Chemical Grout Injection. Remove and patch the injection ports when complete. There is approximately 100 LF of wall-floor joint in the northwest crawl space 015. There is approximately 90 LF of wall-floor in the northeast crawl space 016.
2. In Crawl Space 016, attempt to seal around the large leaking cast iron pipe penetrations and conduit bank using a combination of Chemical Grout saturated foam, Hydraulic Cement, and Polyurethane Sealant.
4.0 OBJECTIVES
The goal of this acquisition is to reduce the water intrusion in the basement of BARC
307. ARS understands that this repair may not eliminate all water leakage, due to limitations of the original (circa 1938-1939) basement design and construction.
5.0 REQUIREMENTS
Provide all labor, specialized materials, supervision, travel, and injection pump equipment for the chemical grout injection repair. Expected duration: 5 crew days for a crew of 2 Technicians. Workhours to be 7 am – 3:30 pm Monday – Friday.
6.0 ACCESS
The contractor must schedule the work with the Contracting Officer Representative (COR) so that building access and basement crawl space access can be arranged.

EVALUATON FACTORS FOR AWARD
This is a Lowest Price Technically Acceptable (LPTA) source selection. The most important factor is price. The technical evaluation factors which consist of the Technical Approach Narrative and Technical Specifications are of equal importance. All technical evaluation factors other than cost or price, when combined, are significantly less important than cost or price. The lowest priced proposal will first be evaluated for technical acceptability. If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability. This will continue until the lowest priced proposal that is determined to be technically acceptable has been identified. Once the lowest priced proposal that is determined to be technically acceptable has been identified the evaluations will be closed, and award will be made.
Proposals will be evaluated for merit and the ability to satisfy the objectives of the acquisition based on the evaluation criteria, factors, and sub-factors listed herein. The Government will award the contract to the responsive, responsible offeror whose proposal provides the lowest price based upon meeting a Go/No-Go on technical acceptability evaluation criteria as follows:
Factor 1 - Price
Factor 2 – Technical Approach Narrative Provide narrative showing how the work will be accomplished. Narrative must show an understanding of the specific work and a feasible, realistic approach to complete the project.
Factor 3 – Technical Specifications:
Provide specification sheets on the material being provided. The specifications will be evaluated to ensure the material meets the requirements of the project.
