SWIR Camera
Background:
The National Institute of Standards and Technology (NIST) Thermodynamic Metrology group maintains and disseminates temperature according to the ITS-90 (the international temperature scale of 1990). The group developing the next generation quantum SI (the International System of Units) photonics-based temperature sensors and standards. This development can be an alternative to SPRT (Standard Platinum Resistance Thermometer).
Scope
For development new calibration capabilities with photonic thermometer, NIST requires a short-wavelength infrared (Short Wavelength Infrared-SWIR) camera for better characterization of photonic thermometers. In particular, SWIR camera will be used for characterization of scattering optical losses and identifying different optical modes of photonic nanoresonators. The SWIR camera must be easily integrated into existing measurement service infrastructure.
Minimum Requirements
The system shall meet the minimum requirements identified below. All items must be new.
Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Contract Line Item Number (CLIN) 0001: The Contractor shall provide quantity of one (1) SWIR Camera that meets the following minimum requirements:
1. Sensor shall be InGaAs type.
2. Sensor size shall be 9.6 mm x 7.68 mm, or larger size
3. Sensor working temperature shall be: -25 °C (or lower) with air cooling, and -50 °C (or lower) with water cooling.
4. Dark current shall be: smaller than 0.7 fA (with air cooling) and 0.1 fA with water cooling.
5. Bandwidth shall be: 900 – 1700 nm, or wider range
6. Quantum efficiency (QE) shall be: above 70% for 1000 – 1650 nm, and above 80% at
1500 nm.
7. Resolution, pixel size shall be: 640 (vertical) x 512 (horizontal), or larger
8. Input pixel size shall be: 15 x 15 microns, or larger
9. Analog to digital conversion (ADC) shall be: 14-bit with 16-bit digital processing, or larger
10. Scanning frequency shall be 4x9MHz, or larger
11. Frame rate shall be: 174 fps (or larger) at full (640x521) VGA
12. Able for faster frame rate for region of interest in X and Y shall be: 570 fps (or larger) at
¼ (320x256) VGA, 7200 fps (or larger) at line mode (640x4 pixel),
13. The camera shall allow to adjust the exposure time: from 30 µs (or smaller) to 60 s (or larger).
14. Read out noise and dynamic range shallbe: 27-35 electrons (or smaller) noise and 800:1
(or larger) dynamic range for high gain mode; 47-58 electrons (or smaller) noise and 1800:1 (or larger)f dynamic range for mid gain mode; 390-560 electrons (or smaller) and 2200:1 dynamic range for low gain mode.
15. The camera shall have Gigabit Ethernet interface
16. The camera shall have C mount with 1-inch recess
Delivery
Delivery shall be FOB DESTINATION (or equivalent terms, such as INCOTERMS Delivered Duties Paid). Scheduling of the delivery shall take place at a time mutually agreed upon by the Government and Contractor. This delivery shall be scheduled as soon as possible but shall occur No Later Than (NLT) eight (8) weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 220 Gaithersburg, MD 20899-1640
Inspection and Acceptance
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Inspection and acceptance shall occur within seven (7) business days after receipt of the SWIR camera at NIST.
Inspection tests shall be performed at NIST by a government official. These tests shall include:
- NIST personnel will verify equipment operation meets technical requirements.
A visual inspection of the SWIR camera and custom insert will be performed by the NIST TPOC to identify surface defects or any form of indication that the SWIR camera was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the SWIR camera due to defects and/or nonconformance.
Warranty
The contractor shall warrant the entire system for a period of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4
Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
