About this file

This is a Specifications document for a construction project to replace electrical panels and expand electrical distribution at the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. The project involves replacing three existing unit substations with a new single-ended unit substation, modifying medium voltage feeders, providing new underground duct bank medium voltage feeder, adding distribution capacity to existing generator paralleling switchgear, and HVAC improvements in the main electrical room. The contract number is 36C25024C0127 with VA PO #583C42261, and the specification book is dated June 1, 2026, as the final construction documents bid set.

The base bid work must be completed within 731 calendar days total, comprising 571 calendar days for submittal approvals and material lead times for major equipment, plus 159 calendar days for installation and completion of the longest lead time equipment. Six deductible alternates are available for the Government to select independently, including deletion of new door scope in room AB139, storm water underground site work, breaker configurations in switchgear, tie breaker modifications, and hot-swappable PLC replacements. The specification establishes comprehensive requirements for contractor operations including security protocols, phasing coordination with the active medical center, utility service management, temporary facilities, equipment protection, as-built documentation, warranty management with specific response time priority codes, photographic documentation, surveying, testing and commissioning, and operator training. The contractor must develop a Critical Path Method schedule within 45 days of Notice to Proceed, maintain updated monthly reports, coordinate all work with the Contracting Officer's Representative, and comply with strict protocols for protecting the facility's ongoing operations, patient access, and existing systems throughout the construction period.

Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum 375mm (15 inches). Bottom of fences shall extend to 25mm (one inch) above grade. Remove the fence when directed by COR.

K. When a building and/or construction site is turned over to Contractor, Contractor shall accept entire responsibility including upkeep and maintenance therefore:

1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all times, except as otherwise specified.

2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from

Contractor's employee or watchman.

L. Utilities Services: Maintain existing utility services for Medical

Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services.

Refer to specification Sections 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS, 27 05 11 REQUIREMENTS FOR

COMMUNICATIONS INSTALLATIONS and 28 05 00, COMMON WORK RESULTS FOR

ELECTRONIC SAFETY AND SECURITY for additional requirements.

2. Contractor shall submit a request to interrupt any such services to

COR, in writing, in advance of proposed interruption. Requests shall state reason, date, exact time of, and approximate duration of such interruption. Interruptions of any system shall be performed as directed by the COR and must be requested:
