About this file
This is a Requirements/Specification Document for a federal contract opportunity issued by the National Institute of Standards and Technology (NIST), Communications Technology Laboratory, Radio Frequency Technology Division.
The procurement seeks one calorimetric power meter capable of measuring power in rectangular waveguide bands spanning frequencies from at least 75 GHz to 1.1 THz, with typical relative measurement accuracy of ±5% across all supported bands. The power meter must measure ranges from 1 µW to 200 mW with maximum continuous wave input power of at least 200 mW, include a calibration factor switch, possess internal calibration capability using known dc power, feature a USB port for instrument control, compensate temperature drift to less than 2 µW·°C⁻¹, and operate within a temperature range of 10°C to 30°C. Additionally, the procurement requires two waveguide tapers from WR-10 to WR-6.5 (operating 110–170 GHz, approximately 0.16 dB loss, 1 inch length); two tapers from WR-10 to WR-4.3 (operating 170–260 GHz, approximately 0.28 dB loss, 1 inch length); and two tapers from WR-10 to WR-3.4 (operating 220–330 GHz, approximately 0.32 dB loss, 1 inch length). Only new equipment will be considered. Delivery must be completed no later than 12 weeks after contract award to NIST-Boulder, 325 Broadway, Boulder, CO 80305. On-site inspection and acceptance is required, with acceptance not expected to exceed 7 business days. Vendors must possess an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) registered on SAM.gov at time of award. Base manufacturer warranty is acceptable.

Requirements / Specification Document
TITLE: Power Sensor Check Standard
Requesting Laboratory / Division / Group:
Communications Technology Laboratory Radio Frequency Technology Division Guided Wave Electromagnetics Group (672.01)
General Statement of Need:
The Communications Technology Laboratory (CTL) at the National Institute of Standards and Technology (NIST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of communications technology development, from fundamental characterization and discovery to production.
To support research and measurement services in radio frequency and microwave power, the Radio Frequency Technology Division in CTL requires a power sensor that can operate in multiple rectangular waveguide bands. The power sensor will serve as a check standard for power calibrations performed with both connectorized and on-wafer equipment. Only new equipment will be considered.
