Project Specifications Summary
This is a Project Specifications document for the National Park Service detailing the removal of two marine navigation structures from Long Island in the Apostle Islands National Lakeshore, Bayfield, Wisconsin. The project requires the safe decommissioning, dismantling, and removal of the historic Chequamegon Light Tower (an elevated steel-framed lighthouse structure) and an adjacent cylindrical steel USCG ATON tower, both exhibiting structural instability and leaning toward Lake Superior. The contractor must transport all above-water components to the mainland and eliminate safety hazards to the public, park staff, marine traffic, and lake resources.
The work scope includes mobilization of marine equipment (barges, workboats, excavators, temporary platforms), disconnection and removal of solar equipment, controlled dismantling of the historic light structure with components labeled, palletized, and documented for inventory, removal of the cylindrical steel tower for disposal/recycling at approved facilities, removal of all debris with no materials remaining in the lake, and final site cleanup and documentation. The historic structure components must be transported to 37705 Roys Point Boulevard and furnished to NPS. Concrete foundations below the waterline should not be removed. The contractor must comply with NPS standards, applicable federal and state regulations, accepted marine demolition practices, OSHA 29 CFR 1926, USCG marine safety guidance, EPA regulations, ASTM standards, and ANSI safety standards. All work must be completed within 90 calendar days under a single contract, with regular work hours 7:00 a.m. to 7:00 p.m. Monday–Friday. The contractor is responsible for providing all temporary services including marine vessels, power generation, lighting, fuel containment, and sanitation facilities. All personnel must wear Coast Guard-approved personal flotation devices when working over or near water, in addition to ANSI-compliant PPE. Environmental protection requirements include inspecting and cleaning all equipment to prevent invasive species introduction per NPS/DOI protocols. The contractor must submit final photo documentation, disposal receipts, and palletized material identification documentation for project closeout and final acceptance.

PART 1 – GENERAL
1. DESCRIPTION OF WORK
1.1 Background
The National Park Service (NPS), Apostle Islands National Lakeshore (APIS), has identified two existing marine navigation/light-related structures located offshore at Long Island near the Bayfield Peninsula that are exhibiting significant racking, out-of-plumb conditions, and structural instability. Both structures are actively leaning toward Lake Superior and are at risk of progressive structural failure and collapse into navigable waters. These conditions pose a safety hazard to the public, park staff, and marine traffic, and present a risk of environmental damage and debris deposition into Lake Superior.
The existing structures consist of:
• Chequamegon Light Tower– An older elevated steel-framed lighthouse structure with an enclosed lantern house and corroded steel cladding supported on steel legs founded in the lakebed.
• Cylindrical Steel Tower – A newer steel tower founded on a concrete base, equipped with mounted navigational equipment.
Both structures are located in shallow nearshore waters and are subject to wave action, ice loading, corrosion, and ongoing foundation instability.
Purpose of Project: Safely decommission, dismantle, remove, and transport both structures to the mainland in their entirety, including all above-water components, to eliminate safety hazards, prevent uncontrolled collapse, and protect lake resources.
All work shall comply with NPS standards, applicable federal and state regulations, and accepted marine demolition practices.
1.2 Work Covered by the Contract Documents
The work includes the following:
• Project Location: Long Island, Apostle Islands National Lakeshore, Bayfield County, Wisconsin. The site is offshore along the southern shoreline of Long Island which is located in Ashland County.
• Mobilization of marine access equipment including barge(s), workboat(s), excavator, and temporary shallow-water platforms and/or matting.
• Disconnection and removal of solar equipment from the cylindrical steel tower.
• Controlled dismantling and transport to the mainland of the historic elevated steel-framed light structure with care to minimize damage.
o All components to be labeled, palletized, and secured for forklift transport.
o Structure to be accompanied by documented inventory sheets matching structure labeling.
Page | 6 o All components to be transported to 37705 Roys Point Boulevard and furnished to NPS in conjunction with COR.
• Removal of the non-historic cylindrical steel tower, including mounted fixtures and steel shell sections, for disposal on the mainland.
o Contractor responsible for the disposal/recycling.
• Concrete foundations should not be removed or altered as they lie below the waterline and would require additional environmental compliance and permits.
• Cutting, lifting, and removal of all debris, ensuring no materials fall or remain in the lake.
• Transportation of all removed materials to the mainland, furnishing tower materials to
NPS and taking cylindrical tower to approved disposal or recycling facilities in accordance with NPS, EPA, and state requirements.
• Temporary turbidity control, debris containment, and environmental protection during in-water work may be necessary depending on means and methods of removal.
• Final site cleanup and closeout documentation.
• All work shall be performed under a single contract.
• Period of Performance: 90 calendar days.
1.3 Existing Condition Protections
A. Preservation of Historical and Archeological Fabric
The Historic and Archeological Data Preservation Act of 1974 applies.
Although this project involves no digging/unearthing the following applies:
• If historical or archeological remains are discovered:
• Suspend operations within a 50-foot radius.
• Notify the Contracting Officer immediately and follow up in writing with photos within 2 days.
• Do not remove objects of cultural value.
• Contracting Officer may order delays or changes; time and price adjustments will follow the Changes clause.
• Contractor is responsible for protecting cultural resources and liable for any damage.
• Include this language in all subcontracts.
B. Historic Structure Protection
The structure is listed as eligible in the National Register of Historic Places. The structure already has accrued severe damage. Contractor must take measures to prevent further damage to historical materials.
C. Protection of Landscaping and Surrounding Structures
Ground disturbance requires oversight by an NPS-provided Archeologist. Contractor must protect trees, fencing, walks, and other features. Any damage outside agreed limits must be repaired or replaced at no cost to the Government.
D. Protection of Natural Resources
Page | 7
Prevent damage to natural surroundings. Restore contractor damaged areas, at no additional expense to the Government.
