About this file
This is a technical specification document for precast concrete cattleguard foundations dated July 2025. The document specifies requirements for precast concrete foundations with an H-20 load rating that must be manufactured according to detailed engineering specifications and industry standards including AASHTO, ACI, ASTM, and CRSI requirements.
The specifications detail material requirements including Type II Portland cement, clean water meeting AASHTO T 26 standards, hard durable aggregates per ASTM C 33, and Grade 40 deformed reinforcing steel per ASTM A 615. The concrete must achieve 3,000 psi compressive strength at 28 days with 6% entrained air and maximum 4-inch slump. The document covers all aspects of production including quality assurance procedures, form construction, concrete placement and consolidation, finishing requirements, curing at minimum 50°F for 7 days, and handling/transportation protocols. Three quantities are specified: 14 units of 12-foot foundations, 13 units of 14-foot foundations, and 12 units of 16-foot foundations. Payment will be made on a per-unit basis for each foundation size as indicated in the technical drawings. The contractor must submit material certifications and notify the contracting officer for form inspections before casting, with foundations subject to rejection for various defects including cracking, honeycombing, or improper curing.

PART 2 - PRODUCTS
2.1 MATERIALS:
A. Cement: Portland cement, Type II, according to ASTM C 150. The use of caked or hardened cement will not be permitted.
B. Water: water shall be clean and free from harmful amounts of acid, alkalis, and organic materials in accordance with AASHTO T 26. Potable water is acceptable without testing.
C. Aggregates: The aggregate shall be hard, durable, uncoated rock according to ASTM C 33.
1. Coarse Aggregate: The coarse aggregate shall have a maximum size of ¾-inch and not over 5% passing the No. 4 sieve.
2. Fine Aggregate: the fine aggregate shall completely pass the No. 4 sieve, with no more than 5% passing the No. 100 sieve. The fine aggregate shall contain no silt, loam, clay, or organic particles.
D. Reinforcing Steel: Reinforcing steel shall be deformed and meet requirements of ASTM A 615 Grade 40. The sizes and lengths of the bars shall be as indicated on the drawings.
E. Reinforcing Supports: Shall be of the size and type called for by CRIS P-1 and shall be arranged, spaced, and tied as called for by those requirements.
F. Curing Compound: shall be a membrane type according to ASTM C 309.
2.2 READY-MIXED CONCRETE:
A. Requirements: Ready-mixed concrete shall be according to ASTM C 94 and shall be designed for: a 28-day compressive strength of 3,000 psi; a minimum of 6 sacks of cement per cubic yard;
6 percent (±1%) entrained air; and a maximum slump of 4-inches as determined by ASTM C 143.

PART 3 - EXECUTION
3.1 PREPARATION:
A. Form Material: Shall be made of a flat material such as steel or wood. Form oil may be applied to facilitate removal of forms.
B. Reinforcing Steel: Reinforcement shall be held securely in position by steel wire or metal chairs during the placement on concrete. Reinforcement shall be free from oil.
C. Form Inspection: Prior to casting any foundations, the Contractor shall notify Contracting officer of the plant location and availability of forms for inspection. Contracting Officer shall be allowed 24 hours to inspect forms, placement of reinforcing steel, and pertinent features of the fabrication plant.
3.2 CONCRETE PLACEMENT:
A. Mix Design: Concrete shall not be placed until the mix design has been approved by the Contracting Officer.
B. Placement and Consolidation: Concrete shall be adequately vibrated or rodded in to place to fill voids. Vibrators shall not be used to move concrete.
C. Concrete Placement Under Adverse Conditions: During hot weather, refer to ACI 305R. During cold weather, refer to ACI 306R. Materials required for protection shall be on the jobsite before concrete work is started.
3.3 CONCRETE FINISHING:
A. Concrete Surface Finishes: The top surface of the concrete shall be given a magnesium-float finish after screeding, follow by steel troweling.
B. Form Removal: Formwork may be removed after curing at not less than 50°F for 24 hours after placing the concrete, and when curing and protection procedures are followed as specified.
C. Concrete Finish Patching: Immediately after from removal, remove minor bulges and projections on exposed concrete by chipping and tooling, and rub or grind the surface. Chip honeycombed or other defective areas to solid concrete, cutting edges to right angles with the surface. Brush cavities with a grout of cement and water and point with Portland cement mortar.
Cure repairs the same as the concrete.
3.4 CONCRETE CURING:
A. Application of Curing Cover: As soon as the concrete is finished or free water has disappeared from the surface, the concrete shall be kept moist. The surface may be cover with a waterproof membrane or with material that keeps the surface from drying out. Alternate wetting and drying shall be avoided. Concrete shall be cured at 50°F or a minimum of 7 days.
3.5 HANDLING AND TRANSPORTATION:
A. Handling: Foundations shall be protected from load stresses, shock loads, and vibration.
Precast Concrete Cattleguard Foundation 4
B. Trasport: Foundations shall not be transported until concrete compressive strength has reached a minimum of 70% of design strength. Foundations shall be handled by the carrying hooks to the fullest extent practical. Before acceptance by the Government, concrete shall be free of cracks, chipped edges, and honeycombs.
