Specifications

Offset-Locked Iodine-Stabilized HeNe Laser

Background

The National Institute of Standards and Technology (NIST) Quantum Measurement Division (QMD) is involved in building the Quantum Electro-Mechanical Suite (QEMMS) for the future primary realization of the unit of mass. QEMMS provides a link between the unit of mass and the Planck constant to levels of parts in 109. The Iodine-Stabilized HeNe will be used as part of the laser interferometry system that measures the velocity of the moving coil. The laser must function as a primary length standard for the US at the highest possible level of precision and accuracy. The same laser is used in the interferometric system, and this item will be the exact replacement/spare.

Minimum Requirements

The system shall meet the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, or prototype will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

All specifications below must be verified at NIST before final acceptance.

Contract Line Item Number (CLIN) 0001: The contractor shall provide quantity of one (1) Offset-locked iodine stabilized HeNe Laser brand name or equivalent to Winters Electro-Optics, Inc.

Model 200 Laser that meets the following requirements.

1. Laser wavelength shall be 633nm

2. Laser source shall be frequency stabilized to hyperfine transitions of molecular iodine and capable of functioning as a primary length standard

3. Absolute Frequency Accuracy shall be at few parts in 1011

4. Shall have relative frequency stability when stabilized to the hyperfine transitions of molecular iodine is few parts in 10-12 for averaging time of 10s or better.

5. Shall have 0.5 mW minimum output power.

6. The output light beam @633nm shall be free of any frequency modulation.

7. Shall have polarization maintaining fiber optic output.

8. Shall have compact design (not exceeding 25 in x 25 in x 5 in) and frequency locking fully automated

Delivery

Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid). This delivery shall occur Not Later Than (NLT) four (4) months, after receipt of order

(ARO).

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Inspection and Acceptance

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Inspection and acceptance will occur within ten (10) business days after receipt of the laser at

NIST.

- The Government reserves the right to conduct quality assurance testing to confirm that the laser meets the manufacturer’s performance specifications and/or Government specifications as required. It is anticipated that the equipment will meet all manufacturer’s specifications identified in the most recent operations and maintenance manual for each piece of equipment as applicable.

A visual inspection of the laser will be performed by the NIST Technical Point of Contact (TPOC) to identify surface defects or any form of indication that the laser was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the laser due to defects and/or nonconformance. The Contractor will supply NIST with a shipping label for FOB Destination shipping charges to return the equipment to the Contractor.

Warranty The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system.

Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the TPOC of all delivered equipment.
