Specifications SURF Control System Hardware (SURF-CSH)
Background The National Institute of Standards and Technology (NIST) ’s Sensor Science Division (SSD) is responsible for operating the Synchrotron Ultraviolet Radiation Facility (SURF) which is a calculable source of radiation used to maintain the National radiometric scale. The synchrotron which is at the heart of this facility is a complex high energy electron accelerator that is controlled by computerized system. This system has evolved in a piecemeal fashion over the last 35 years and has become obsolescent and unreliable.
NIST SSD’s SURF is presently controlled by LabVIEW software running a computer and data acquisition hardware system that has been put together in various stages over the last 35 years. It uses obsolescent hardware, is fault prone, and is neither transparent nor user friendly. The lack of transparency means that the diagnosis of faulty operation, repairs to the system, and implementation of new features are dependent on personnel who have been involved with the piecemeal development of the system since the early stages.
NIST SSD will upgrade the LabVIEW software operating system and will drive the operation of the new SURF Control System Hardware (SURF-CSH) to be purchased. The SURF-CSH will use latest computer and data acquisition hardware [included in this purchase] and the entire unit of software and hardware will be fully documented for maximum transparency, user friendliness, and scalability.
Scope The SURF-CSH assemblage –– will form the core of the SURF upgrade to provide more reliable and user-friendly operation of the SURF synchrotron. LabVIEW provides easy, user-friendly, self-documenting programming of the SURF-CSH. The planned software/hardware upgrade will provide superior performance for SURF, a critical component of the nation’s radiometric capabilities in the ultraviolet used by NASA, NOAA, and other government, industrial, and academic institutions.
Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, or prototype items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Contract Line Item Number (CLIN) 0001: The Contractor shall provide the one (1) NI Corporation SURF-CSH system that meets the following minimum specifications:
1. Modular, expandable hardware components capable of executing critical control, monitoring, and logging functions independent of the control system computer.
2. At least the following data acquisition and control channels:
a. Analog input (ADC): 24 single-ended and 52 differential channels with at least 16-bit resolution and ±10 V range.
b. Analog output (DAC): 20 channels with at least 16-bit resolution and ±10 V range and 2 channels with at least 24-bit resolution range between ±4 V and ±10 V.
c. Digital (TTL level) input: 37 channels.
d. Digital (TTL level) output: 57 channels.
3. Synchronization of multiple channels (input and output) with less than 100 µs jitter.
4. At least three (3) clocks for sampling voltage signals at different rates.
5. Support for USB devices and for communication with the control system computer and other devices via Ethernet.
6. Easy integration with SoSCoS LabVIEW-based system running on the control computer.
7. Support for a user interface (e.g. keyboard and monitor).
Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 30 days ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Inspection and acceptance shall occur within seven (7) business days after receipt of SURF- CSH hardware at NIST.
- NIST will perform tests to determine the hardware meets the minimum requirements.
A visual inspection of the hardware will be performed by the NIST TPOC to identify surface defects or any form of indication that the hardware was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the hardware due to defects and/or nonconformance.
Warranty The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4
Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered system.
2. The Government anticipates inspection will occur upon:
