About this file

This document is the Specifications for clean room packaged fluorinated ethylene propylene (FEP) bags and sheets required by the National Institute of Standards and Technology (NIST) Chemical Sciences Division. The bags and sheets must be manufactured and packaged in a certified clean room environment to specific standards, including airtight sealing, double packaging, and certification to NASA cleanliness levels. The FEP material must meet defined tensile strength, elongation, and other property requirements. NIST requires 500 each of 12" x 12" FEP 2 mil bags, 12" x 12" FEP 2 mil sheets, and 6" x 7" FEP 2 mil bags, to be delivered within 8 weeks of award. Final acceptance will occur within 21 days of delivery upon successful inspection and certification. The related federal contract opportunity is a Request for Quotations (RFQ) issued as a Total Small Business Set-Aside under Simplified Acquisition Procedures, with an associated NAICS code of 326111 - Plastic Bag & Pouch Manufacturing.

SPECIFICATIONS

Clean room packaged FEP bags and sheets

I. BACKGROUND INFORMATION

The Chemical Sciences Division (CSD), part of NIST's Material Measurement Laboratory, serves as the Nation's reference laboratory for chemical measurements and standards to enhance U.S.

industry's productivity and competitiveness, assure equity in trade, and provide quality assurance for chemical measurements used for assessing and improving public health, safety, and the environment.

Fluorinated ethylene propylene (FEP) bags and sheets are used in continuing research projects that began in 1979 during the development of the National Biomonitoring Specimen Bank (NBSB). The bags are used to store and process tissues collected in the field for long-term archival (100+ years) and for contaminants analysis, both organic (PCB’s, PBDE’s, PAH’s, DDT’s, etc.) and inorganic (mercury, lead, arsenic, etc.), for all projects, including the National Marine Mammal Tissue Bank, the Seabird Tissue Archival and Monitoring Project, the Health Assessment of Bottlenose Dolphins Project, and the Pacific Islands Specimen Banking expansion.

The bags and sheets requested must meet specific standards to ensure samples that are collected and banked in a systematic and well documented manner for comparing results over time to identify whether environmental trends exist. Risks due to potential changes in the formulations of bags used must be minimized to preserve the integrity and comparability of samples.

These bags and sheets come in direct contact with samples during collection, processing, and storage long-term archival (100+ years) and for contaminants analysis, both organic (PCB’s, PBDE’s, PAH’s, DDT’s, etc.) and inorganic (mercury, lead, arsenic, etc.). The bags and sheets must be made from FEP to mitigate the potential of organic materials leaching from the bag into the sample and when available samples must be maintained in identical materials to previous collection years.

II. SPECIFICATIONS

The manufacturing and processing of the FEP bags must match specifications of previously used FEP bags and sheets. The bags were made with the following requirements:

The manufacturing and processing of the FEP bags must match the following requirements:

1. Manufacturing and packaging must take place in a certified Class 10 and Class 100 clean room environment respectively.

2. Clean room operators must maintain clean room standards and must avoid contact with critical parts and film in the packaging areas.

3. An all-purpose impulse sealer must be used to seal bags on 3 of the 4 sides. The seal must be airtight and 5/8” wide.

4. All bags must be at least double packaged in an airtight bag to ensure quality control in a clean environment.

5. All bags must bear a Certificate of Conformance to NASA Specifications JPG 5322.1 Level 50 Surface Cleanliness Levels for Precision Packaging Materials).

6. The material used to create the bags and sheets, FEP-Type A, must not contain any plasticizers or other foreign material as well as meet the requirements/properties listed below.
