UNITED STATES AIR FORCE ACADEMY PRE-ENGINEERED BUILDING SPECIFICATIONS / SALIENT CHARACTERISTICS
1. SYNOPSIS
· Contract to design, fabricate, and deliver components for a 4,000 square foot, Pre-Engineered Building (PEB) facility intended as a field food preparation and service area for the United States Air Force Academy in Colorado Springs, CO. Components for the PEB shall include structural steel, insulated metal roof/wall panels, associated flashing, gutters, downspouts, roll-up doors, personnel doors, anchor bolts, and overhangs. Contractor shall also provide a foundation design for the PEB stamped by a Professional Engineer licensed in the state of Colorado.
· Delivery of preliminary design is required with initial proposal. Delivery of intermediate (50%) design is required no later than 30 calendar days after award. Final (100%) PE-stamped foundation design is required no later than 45 calendar days after award. Delivery of all required materials is required to be on site no later than Friday, 15 April 2022.
· This contract is for design, component fabrication, and delivery only. Construction/assembly of the foundation and delivered components will be accomplished by others and is not within the scope of this contract. All design, materials, and labor for electrical, water/wastewater, communications, HVAC, lightning protection, and fire protection systems, as well as all interior wall framing, appliances, doors, and fixtures, are not within the scope of this contract.
2. COMPONENT DESCRIPTIONS AND SPECIFICATIONS
· Overall building dimensions: building dimensions are 50 foot overall width, 80 foot overall length, 12 foot sidewall height, and 18 foot 3 inch top of ridge. There is an additional 1 foot overhang on the gable ends and 2 foot overhang on the long sides.
· Frame bay lengths (column and rafter spacing) must be 20 feet on center to accommodate the full design of the building.
· Vendor shall incorporate an overhang for the front entrance; the overhang shall be an extension of the roof with a continued pitch of 3:12. The overhang will span 20 feet from gridline C to D in the design drawings and extend approximately 8’ from the remaining eave.
· Wall panels: The wall paneling shall be insulated sandwich panels, and herein “wall panels” and/or “wall paneling” shall refer to insulated sandwich panels. Wall panels shall be 26 gauge and come with all associated hardware, clips, fasteners, flashing, etc. necessary to install to the building framework. Wall panel insulation shall be no less than R20 and shall include a vapor barrier on the insulation that is sandwiched between two metal panels. Vendor shall submit standard color samples of wall panels with the proposal.
· Roof panels: The roof paneling shall be insulated sandwich panels, and herein “roof panels” and/or “roof paneling” shall refer to insulated sandwich panels. Roof panel insulation shall be no less than R30 and shall include a vapor barrier on the insulation that is sandwiched between two metal panels. Roof panels shall be 24 gauge, standing seam metal panels and come with all associated hardware, clips, fasteners, flashing, etc. necessary to install to the building framework. Vendor shall provide and deliver the required roof panel seaming machine as a four week rental that will be returned/shipped by the Government at no additional cost to the Government. Vendor shall submit standard color samples of wall panels with the proposal. Pitch of roof shall be 3:12 throughout.
· Gutters, downspouts, and trim: Vendor shall provide 4 down spouts on the East side and 4 on the West side (8 total), attached to gutters and spaced equally down eave side walls. Vendor shall provide all associated hardware, clips, fasteners, flashing, etc. necessary to install gutters, downspouts, and trim to the building framework. Vendor shall submit standard color samples of gutters, downspouts, and trim with the proposal.
· Roll-up doors: 3 mechanical roll-up doors shall be provided. The roll-up doors do not have windows. Roll-up doors shall be 8 feet in width and 8 feet in height and shall be minimum R8 insulated. Roll-up doors shall be 22 gauge and include weather stripping. Vendor shall submit standard color samples with the proposal. Roll-up doors shall come with an interior shroud and must have a charging wheel on the drum. Drum head plates must mount to door tracks.
· Personnel doors (6 total):
· Vendor shall provide 4 exterior personnel doors, each standard US measurement 3070, R8 minimum insulated, 18 gauge minimum hollow metal, interior flush door with steel frame, closers, vision lights, Mortise panic hardware and Best core locks, sweeps, and thresholds. 3070 personnel doors are identified in the drawing set as D-03, D-04, D-06, and D-09. Vendor shall submit standard color samples of doors and door frames with the proposal; colors will match building trim.
· Vendor shall provide 2 exterior double personnel doors, each standard US measurement 6070, R8 minimum insulated, 18 gauge minimum hollow metal, interior flush door with steel frame, closers, Mortise panic hardware and Best core locks, sweeps, and thresholds. Double doors shall have a removable center/mullion. One of the double doors shall include vision lights (main entrance D-01), and one shall not (mechanical room D-07). Vendor shall submit standard color samples of doors and door frames with the proposal; colors will match building trim.
· Windows (6 total):
· Vendor shall provide 4 each 8’-8” width x 5’-8” height windows with insulated glass and operable/openable lower sections with bug screens. These windows are identified in the drawing set as W-03, W-04, W-05, and W-06. Vendor shall submit standard color samples of window frames with the proposal; colors will match building trim.
· Vendor shall provide 2 each 3’-0” width x 1’-10” height windows with bug screens and insulated glass. These windows shall be fully operable/openable. These windows are identified in the drawing set as W-01 and W-02. Vendor shall submit standard color samples of window frames with the proposal; colors will match building trim.
3. DESIGN REQUIREMENTS
· General:
· Vendor shall provide a foundation design for the PEB stamped by a structural engineer licensed in the State of Colorado.
· A geotechnical report for the site is provided.
· Designs must include all plans, details, and/or cross-sections of footers, pedestals, welds, connections, bolts, braces, etc. necessary for the construction agent to properly assemble the building.
· The building floor will be slab-on-grade, monolithic concrete placement. It is the construction agent’s desire that the slab be designed to not include rebar.
· The design finish floor elevation is 6969.0 feet (datum NAVD88).
· Seismic loads: Seismic design of the building shall be performed in accordance with the requirements of UFC 3-301-01 and UFC 3-310-04, using the following design criteria:

A site specific ground acceleration determination is required for buildings in seismic use groups IIIE and IIIH. (Vendor Verify)
· Wind loads: Design of the building for wind loads shall be performed in accordance with the requirements of ASCE 7-10 and UFC 3-301-01, using the following criteria:

· Snow loads: Design of the building for snow loads shall be performed in accordance with the requirements of ASCE 7-10 and UFC 3-301-01, using the following design criteria:

· Floor loads: Note that the building must be able to support the following interior components (installed by others, not part of this contract): lighting systems, fire protection systems, and HVAC systems (to include two 10 foot diameter ventilation fans hung from rafters). Additional loading parameters may be indicated and shall be resolved during the design process.

4. MATERIAL DELIVERY INSTRUCTIONS
· All material on this contract shall be delivered to the FERL training site, United State Air Force Academy, Colorado, no later than 15 April 2022. Materials can be received by the Government in more than one delivery.
· The approximate address of delivery is the intersection of N Gate Blvd and Providence Way. Specific time and location will be determined with the Air Force POC after award.
