About this file

This is a Specifications document for aviation maintenance tool kits and equipment required by the 77th Aviation Maintenance Facility, Arkansas Army National Guard. The procurement focuses on specialized parts and tool kits specific to the UH60 series of helicopters for critical maintenance operations, with aftermarket and refurbished items explicitly prohibited. The five primary items specified are: (1) Damper Servicing Tool (P/N DST-60-01) for H-60 main rotor damper-indicator servicing, featuring locking engagement and high-visibility handles for safety and tool accountability; (2) Helicopter Hoist Maintenance Stand (P/N HHMS-BEEH-01) providing a stable, ground-level maintenance platform with 360-degree positioning, inversion capability, and foldable design for expeditionary deployment; (3) Alternate Adapter/Mount for hoist compatibility with specific HH60M variants and fleet configurations, described as an enabling component rather than optional; (4) Helicopter Seat and Door Stand (P/N HSDS-60-03) for protecting and organizing aircraft seats and doors during maintenance with fold-down workspace efficiency; and (5) Hoist Maintenance Tool Kit containing specialized tools designed by Breeze-Eastern for routine and heavy-level maintenance of the BL-29900 Electric Rescue Hoist, including drill capability for field cable replacement in austere environments.

The related presolicitation notice indicates this requirement will be issued as an RFQ utilizing simplified procedures, with solicitation anticipated on 3 September 2026 and award expected on or around 17 September 2026. The procurement will use a Lowest Priced, Technically Acceptable (LPTA) evaluation methodology. Interested vendors should contact the points of contact to express interest, though selection for the final RFQ is not guaranteed. The announcement will not be extended due to end-of-year time constraints, and the procurement is for the Department of the Army through the Arkansas Army National Guard.

SPECIFICATIONS

Parts and tool kits are specific to UH60 series of helicopters to perform critical maintenance.

After market and refurbished items are not acceptable and will not be considered.

1. Damper Servicing Tool — P/N DST-60-01 The Damper Servicing Tool is required to support H-60 main rotor damper-indicator servicing. The tool is designed to engage the H-60 Main Rotor Damper Indicator, hold the indicator in the required open position during servicing, and prevent slippage while the maintainer performs the task.

This is a mission-essential safety and quality-control requirement. The tool’s locking feature is intended to maintain positive engagement on the damper indicator, reducing the likelihood of the tool slipping during use. Its high-visibility handle and red clip assembly support visual tool-accountability checks and reduce the risk of leaving the tool installed on the aircraft after maintenance. These features improve the safety, repeatability, and inspect-ability of a critical rotor-system maintenance action.

2. Helicopter Hoist Maintenance Stand — P/N HHMS-BEEH-01 The Helicopter Hoist Maintenance Stand is required to provide a stable, controlled off-aircraft platform for major and minor maintenance of helicopter external rescue hoists. The stand is designed to support hoist positioning, including inversion for oil drainage, and incorporates a rotating assembly positioned around the hoist center of gravity. It also provides 360-degree positioning capability, locking capability, a turntable, and an oil pan to support cable and oil maintenance actions.

This capability is necessary to move hoist maintenance from elevated aircraft work areas to a controlled, ground-level maintenance posture when authorized by applicable technical data. A dedicated stand reduces personnel exposure to elevated-work and awkward-handling hazards while providing maintainers better access to the hoist for inspection, servicing, cable replacement, oil draining, and repair.

The foldable design also supports expeditionary maintenance by allowing the stand to be stored and transported more efficiently than fixed, nondeployable maintenance fixtures.

3. Alternate Adapter / Alternate Mount The alternate adapter is required to ensure the Hoist Maintenance Stand can accommodate the unit’s specific hoist configuration or mounting requirement. The stand is offered with a primary mount and an alternate mount; the alternate configuration should be acquired when required for compatibility with the hoist variant in the unit’s fleet. With HH60M model aircraft, maximum flexibility is paramount in variants to achieve maximum success.

The adapter is not an optional convenience item when it is necessary to securely mount the supported hoist. It is an enabling component of the maintenance-stand capability. Without the correct adapter, the stand cannot be relied upon to provide the intended safe, stable, and controlled maintenance position.

4. Helicopter Seat and Door Stand — P/N HSDS-60-03 The Helicopter Seat and Door Stand is required to provide a dedicated work support for aircraft seats and doors removed during maintenance. A purpose-built stand is necessary to protect components from unnecessary damage, improve access for inspection and repair, and keep high-value aviation components secured and organized while maintenance is in progress.

The Seat and Door Maintenance Stand is durable and deployable, with a fold-down configuration that conserves constrained workspace during flight-line, hangar, and field maintenance. We have two open phase bays in our work environment and these items would prove to be beyond beneficial in storing and protecting uninstalled seats and doors.

The stand supports maintenance discipline by providing a designated location for removed components rather than placing them on the floor, against improvised supports, or in areas vulnerable to damage, contamination, or interference with other maintenance actions. Multiple stands are justified when concurrent maintenance teams or multiple aircraft work packages require simultaneous seat and door removal.

5. Hoist Maintenance Tool Kit The Hoist Maintenance Tool Kit is required to provide the specialized tools needed for routine, light, and heavy-level maintenance of the Breeze-Eastern BL-29900 Electric Rescue Hoist. The kit includes special tools designed by Breeze-Eastern and certain tools—including the spline adapter—are available through the kit. The kit also includes a drill capability intended to support field cable replacement when external electrical power is unavailable.

The kit consolidates required specialized tools into a rugged, transportable case with organized foam cutouts. This supports tool accountability, protects the equipment during movement and storage, and improves the unit’s ability to conduct hoist maintenance in austere or deployed environments. It also reduces the delay and risk associated with sourcing individual specialized tools at the point of need.

This tool kit should be treated as an integrated maintenance capability, not as a collection of interchangeable commercial hand tools. If the component special tools are needed to perform authorized BL-29900 maintenance, acquiring the complete kit supports standardized maintenance execution and reduces the risk of incomplete tool availability.
