About this file
This is a Specifications document for the procurement of Honda outboard motors for the U.S. Geological Survey's Lower Mississippi Gulf Water Science Center. The Government requires acquisition of three outboard engines: one BF200XCRA with a 25-inch extra-long shaft and two BF200DXRA units with 25-inch shafts, to be delivered to Baton Rouge, Louisiana within 60 days of order receipt. The procurement is structured as a competitive Request for Quotation set-aside for small businesses under NAICS code 333618 (Other Engine Equipment Manufacturing), with a 1,500-employee size standard. The anticipated award date is June 22, 2026.
The specifications establish salient characteristics that bidders' products must meet or exceed, including a minimum 200-horsepower, 4-stroke V6 engine with full throttle operating range of 5,000-6,000 RPM, 3.5-liter minimum displacement, and fuel-injection system. Required features include electric start capability, remote mechanical steering compatibility, standard power trim and tilt, minimum 60-amp alternator output, heavy-duty marine gearcase rated for continuous duty, saltwater corrosion protection with multilayer anti-corrosion coating and stainless steel components in high-exposure areas, and a freshwater flush port. Engines must meet EPA and CARB Tier 3 or better emission standards, weigh approximately 600-630 pounds, include a minimum 5-year manufacturer warranty, integrate with existing vessel systems, and be supplied new with complete documentation including operator manuals and installation guides. Offerors must be registered and active in the System for Award Management (SAM) database under NAICS Code 336612 prior to award.

Specifications Items:
· BF200XCRA – Qty: 1 EA
· BF200DXRA – Qty: 2 EA
This procurement includes the acquisition of Honda BF200XCRA and BF200DXRA outboard motors, or equal products that meet or exceed the salient characteristics listed below. The brand-name models are identified to establish the minimum performance, dimensional, functional, and operational requirements necessary to meet the Government’s mission needs. The use of a brand name is not intended to restrict competition. Products offered as “equal” will be evaluated solely against the salient characteristics, not brand reputation.
Salient Characteristics (Applies to Both Models Unless Noted)
1. Engine Performance
· Minimum 200 horsepower 4‑stroke outboard engine
· Full throttle operating range 5,000–6,000 RPM
· Minimum 3.5 L displacement
