About this file

This document is a detailed specification for fabricating and installing a full-scale F-35A Lightning II vertical stabilizer (tail flash) static display for the 944th Operations Group. The requirement involves creating a weather-resistant, full-scale replica of the F-35A tail using aluminum or composite materials, with precise specifications including a low observable gray exterior coating, accurate squadron markings, and a secure mounting structure. The display will replace an existing F-16 tail display and must be designed to withstand extreme desert environmental conditions, with all design elements to be pre-approved by the Operations Group Commander.

The related federal contract opportunity (Solicitation Number: FA488725Q0027) is issued by the Department of the Air Force Air Education and Training Command, with a critical caveat that funds are not currently available and the government reserves the right to cancel the solicitation. The performance period is targeted for FY25 or the earliest opportunity following contract award, with the specific goal of updating the squadron's static display to reflect its current F-35 aircraft assignment. The solicitation emphasizes that no award will be made until funding becomes available, and offerors will not be reimbursed for any costs if the solicitation is canceled.

Requirement Description for Fabrication and Installation of F-35 Tail Flash Display

Background and Justification:

Over the past year, both squadrons assigned to this facility have fully transitioned from legacy F-16 aircraft to the F-35 Lightning II platform. The existing static display located in front of the squadron building is an F-16 tail (refer to attached photo titled Current F-16 Tail), which no longer reflects the aircraft currently assigned or flown by the unit. This display serves as the primary visual representation of the squadron’s assigned airframe, heritage, and operational identity. To maintain historical accuracy, proper representation of the assigned weapon system, and the professional appearance of the installation, the current display must be updated.

Requirement:

Fabrication, delivery, and installation of one (1) full-scale static display representing the vertical stabilizer (tail flash) of the F-35A Lightning II aircraft. The display will replace the existing F-16 static tail in front of the squadron building.

Specifications:

1. Full-scale replica of the F-35A vertical stabilizer, modeled from an accurate template to match aircraft geometry and dimensions.

1. Material: Weather-resistant aluminum or composite suitable for long-term outdoor display, capable of withstanding extreme temperatures, UV exposure, high winds, and desert environmental conditions.

1. Surface finish: Painted and coated to match current USAF F-35A exterior coatings, including low observable gray tone (standardized in accordance with aircraft paint schematics).

1. Tail flash markings: To match current operational aircraft markings, including squadron emblem, tail number, heritage graphics, and appropriate command shields (refer to attached Future F-35 tail photo as design reference).

1. Mounting structure: Secure, permanently mounted pedestal with reinforced footing capable of safely supporting the tail assembly in accordance with local engineering and safety standards.

1. Installation to include full site preparation, removal of current F-16 tail display, and full installation of the new F-35 tail flash in the same general location.

Period of Performance:

To be completed within FY25 or at earliest opportunity from contract award.

Special Considerations:

All design specifications, artwork, and markings shall be coordinated with the Operations Group Commander prior to fabrication to ensure unit heritage and aircraft accuracy.
