About this file
The document is a technical specifications file for a Near-Infrared (NIR) spectroscopy instrument solicited by the USDA Agricultural Research Service. The specifications detail a precise NIR system that must be fully compatible with an existing NIRS DS2500, featuring a spectral wavelength range of 400-2500 nm, silicon and lead sulfide detectors, and capabilities for reflectance and transflectance measurements. The instrument must have specific technical requirements including wavelength accuracy of 0.05 nm, spectral resolution of 0.5 nm, ability to collect at least 4200 data points, and complete a sample analysis in under one minute.
The related federal contract opportunity (Solicitation Number 1232SA25Q0193) is a small business set-aside procurement for a single NIR instrument to be delivered to Aberdeen, ID within 60 days of award. The solicitation is a combined synopsis/Request for Quotation (RFQ) under simplified acquisition procedures, with quotes due by 06/25/2025 at 12:00 PM Pacific Time. Potential vendors must submit quotes via email to Brian.Fien@usda.gov, complete required representations in SAM.gov, and may submit questions about the solicitation until 06/15/2025. NIR system - Specifications:
1. Instrument must be completely compatible with the NIRS DS2500 so that all existing calibrations may be transferred seamlessly to the new instrument with no additional work required to optimize calibrations prior to use. Accessories previously purchased must be compatible with any newer unit.
2. Installation and On-site training
3. Instrument has a spectral wavelength range from 400 nm to 2500 nm on a predispersive monochromator, with detectors composed of silicon and lead sulfide and an absorbance range up to 2 absorbance units. Wavelength accuracy should be ≤0.05 nm (and precision of ≤0.005 nm). Spectral resolution must be as low as 0.5 nm and the system should be capable of at least 4200 data points.
4. Instrument must have two modes of measurement: reflectance (for solids) and transflectance (for liquids) and system enclosure is highly protected from dust and water. Light bulbs should be easy for user to replace.
5. Includes operating software and a Windows-based OS computer upgradable to match software updates, with software capable of using transferred existing calibrations (and expansion capability for future calibrations). Also included is an uninterruptable power supply (UPS).
6. Analysis time of a sample must take a minute or less to complete (with at least 32 scans per sample).
7. The instrument itself must fit within a 16” wide by 22” deep area and not exceed 21”-23” in height with the lid open. Generally, entire system must fit within four feet (including computer).
