About this file

This document outlines the specifications for 20 GPS-GSM/GPRS transmitters required by the Bureau of Land Management (BLM) Rawlins Field Office to analyze the impacts of wind turbines on raptor territories and the effects of raptor prey shifting on Greater Sage-Grouse. The transmitters must meet or exceed the provided specifications, including housing design, data collection and upload capabilities, and battery life. The transmitters are needed in two sizes - 10 units weighing 20 grams for Ferruginous Hawks and 10 units weighing 50 grams for Golden Eagles. The period of performance is from December 31, 2024 to January 31, 2028, with a base year of service from February 1, 2025 to January 31, 2026, and two option years. Delivery is required to the BLM Rawlins Field Office. The associated federal contract opportunity is Solicitation Number 140L6224Q0055 for "RAPTOR MONITORING TELEMETRY BACKPACKS" issued by the Department of the Interior Bureau of Land Management Wyoming Region.

Specifications:

VS-20 4GTE GPS-GS/GPRS (Quantity 10) VS-50 4G GPS-GS/GPRS (Quantity 10) Must meet or exceed specifications.

Background

The BLM Rawlins Field office is in need of 20 GPS-GSM/GPRS 20-gram and 50-gram transmitters that will be fitted to Ferruginous Hawks and Golden Eagles within the Shirley Basin project area to analyze (1) impacts to raptor territories from wind turbines in the Maestro and Two Rivers Wind projects and (2) the spatial scale of impacts to Greater Sage-Grouse (grouse) from prey shifting by raptors, specifically Golden Eagles. The transmitters for the Ferruginous Hawks weigh 20 grams and the transmitters for the Golden Eagles weight 50 grams, which is less than 3% of the body weight of both raptor species. Transmitters have successfully been deployed on many raptor species using a backpack style harness configuration. The project requires the use of backpacks that do not have external antennas for monitoring Golden Eagles and BLM Sensitive Ferruginous Hawks.

Specifications

Ferruginous Hawks: VS-20 4GTE GPS-GS/GPRS (Quantity 10) (58x25x14mm) Golden Eagles: VS-50 4G GPS-GS/GPRS (Quantity 10) (76x38x24mm) Must meet or exceed specifications.

The transmitters include the following:

(1) Housing: backpack design, aerodynamic, strong and waterproof, can be made in one of four available colors: white, grey, black or brown;

(2) No external antennas,

(3) Ferruginous Hawks: VS-20 4GTE GPS-GS/GPRS (Quantity 10) (58x25x14mm) Golden Eagles: VS-50 4G GPS-GS/GPRS (Quantity 10) (76x38x24mm),

(4) GPS receiver: high sensitivity 99 channel module,

(5) GSM transceiver: quad-band 850/900/1800/1900 (2G module), or hexaband 800/850/900/1800/1900/2100 (3G module),

(6) Internal battery: Lithium-Polymer with under- and over-charge protection,

(7) Fully charged battery is sufficient for logging about 1,000 positions without additional recharge (under optimal GPS satellite view and not exceeding 20 GPRS data upload sessions in good network coverage),

(8) Solar charger: high efficiency 22%,

(9) GPS logging intervals: from 1 second to 48 hours,

(10) Data storage: 4 MB flash memory capable of storing over 60,000 records (2G model), or 128 MB capable of storing nearly 2,000,000 records (3G model),

(11) Data upload: via GSM/GPRS network,

(12) GSM/GPRS network connection interval: from 10 minutes to 192 hours,

(13) SMS message with 10 GPS positions when GPRS network is not available,

(14) Logged data are stored in memory if GSM network is unavailable,

(15) Geofences: 2 zones with separate sets of parameters. Zones defined by user by multiple rectangles (up to 10 per zone),

(16) High frequency (up to 50 Hz) sensor (accelerometer, magnetometer, temperature, light intensity) data collection on a separate schedule,

(17) Day & night sensing,

(18) Operational temperature: from -20 to +70 °C,

(19) Barometric pressure sensor (optional),

(20) Control: user remotely controls GPS & GSM schedules and geofence settings,

(21) Main data record includes UTC date & time, GPS position, GPS altitude, speed, direction, HDOP, battery voltage, battery charging current, instant acceleration (3 axes), temperature, magnetic field strength (3 axes), and

(22) Transmitter firmware update over the air (OTA).

With efficient solar panels for use on birds >600g. The unit can collect location and accelerometer data, worldwide, and then relaying those data to customers via internet or move-bank. Transmitters must come with 1 year of data, 1-year warranty against defects, and 24-7 phone and email support.

GSM Data Tracking Package: GSM Data Tracking Package for in the-field transmitters. Option year 1 and 2 will need to provide supplemental data line addressing data fees in years 2 and 3 for surviving transmitters. Transmitters that cease transmission for 3 consecutive months will be destroyed and deactivated. All other transmitters will need to retain data transmission for the full 3-year period.

Shipping in USA: Per-unit shipping and transit for customers within the US. All shipping will need to include insurance and guaranteed replacement.
