Historically, purchasing supplies and chemicals for the operation needs of these facilities have been secured through independent purchases as supplies are needed.

1.2. PROJECT LOCATION

Beltsville Agricultural Research Center (BARC) is located in Beltsville, MD. Chemical and supplies shall be delivered as specified to any facility within the entire BARC campus, but mainly to one of the major facilities which are as follows:

Water treatment plant – Building 310 Eastside Wastewater Treatment Plant – Building 218 Westside Wastewater Treatment Plant – Building 015

1.3. INTENT

The intent of this solicitation is to award one contract for the purchase and delivery of chemicals and supplies required for the operations of BARC water and wastewater facilities.

1.4. GENERAL RESPONSIBILITIES AND REPORTING

Under this contract, the Contractor will provide chemicals and supplies identified in this contract in accordance with issues ordered.

3. SCOPE OF WORK

3.1. CHEMICALS AND CHEMICALS DELIVERY

A. BARC water and wastewater facilities use various chemicals to support the treatment processes at these facilities. These chemicals are critical to the operations and to maintaining the permitted discharge limits at the wastewater treatment plants and to maintaining the regulated water quality standards at the water treatment plant. As such, delivery of these chemicals must be made once every quarter (once every three months) at the estimated quantities as indicated below to ensure the maintenance of these permitted limits and regulated standards.

B. Chemicals quantities used depend mostly on water demand at the water treatment plant and the wastewater flows at the wastewater treatment plants. As such, the quantities listed below are the best estimates using the average water demand and wastewater flow rates historically experienced at these plants. Accordingly, quarterly quantities may slightly change from the quantities noted below.

C. At some instances and under certain circumstances, additional chemicals maybe required at one of these plants at times other than the regularly scheduled quarterly deliveries. In such instances, the Contractor shall be capable of and responsible for delivering such chemicals within ONE WEEK of their order date.

D. Table 1 below lists all chemicals required at BARC water and wastewater facilities. The table lists each chemical name, detailed description, delivery container capacity, estimated quantity of the chemical required annually, estimated quantity of the chemical required monthly and the estimated quantity of the chemical required quarterly for deliver in quarterly basis.

3.2. SUPPLIES AND SUPPLIES DELIVERY

A. BARC water and wastewater facilities use various supplies in addition to the chemicals noted above. These supplies are critical to the operations and to maintaining the permitted discharge limits at the wastewater treatment plants and to maintaining the regulated water quality standards at the water treatment plant. These supplies are used for fine tuning processes, testing of permitted and regulated limits and standards, and for maintaining certain critical equipment that require frequent supply of these items. As such, delivery of these chemicals must be made once every quarter (once every three months) at the estimated quantities as indicated below if no direction is provided by the UMUM at least one week before the scheduled delivery date.

B. Supplies quantities used depend mostly on water demand at the water treatment plant and the wastewater flows at the wastewater treatment plants. As such, the quantities listed below are the best estimates using the average water demand and wastewater flow rates historically experienced at these plants. Accordingly, quarterly quantities may slightly change from the quantities noted below.

C. At some instances and under certain circumstances, additional supplies maybe required at one of these plants at times other than the regularly scheduled quarterly deliveries. In such instances, the Contractor shall be capable of and responsible for delivering such supplies within ONE WEEK of their order date.

D. Table 2 below lists all supplies required at BARC water and wastewater facilities. The table lists each required item/supply name, detailed description, delivery container/unit/capacity, estimated quantity required annually, estimated quantity required monthly and the estimated quantity required quarterly for delivery on a quarterly basis.
