About this file

This document is a Statement of Work (SOW) for the delivery of Methane (CH4) and Ammonia (NH3) Open-Path Tunable Diode Lasers (OP-TDLs) to the USDA Agricultural Research Service (ARS) in Ames, IA and Bushland, TX.

The SOW details the technical requirements for the OP-TDLs, including the ability to measure CH4 concentrations, store data for months, provide remote diagnostics, and operate over a wide temperature range. It also specifies the required accessories such as tilt-pan scanners, tripods, and retro-arrays. The deliverables include the OP-TDL instruments, accessories, warranties, and technical support. The delivery locations are the USDA-ARS facilities in Ames, IA and Bushland, TX.

The related federal contract opportunity is a Request for Quotation (RFQ) solicitation under FAR Part 12 and 13 procedures, with a NAICS code of 334516 (Analytical Laboratory Instrument Manufacturing) and a small business size standard of 1,250 employees. The solicitation number is 12905B24Q0201, and offers are due by 08/07/2024 at 12pm PT to the email address provided.

Statement of Work Project: Upgrades to Existing Open-Path (OP) Methane (CH4) Tunable Diode Lasers (TDL)

GENERAL INFORMATION

1.0 Scope of Work: Delivery of two CH4 OP-TDL to Ames, IA (Quote Q2404942) and two CH4 OP-TDL with two Tilt-Pan Scanners, two Tilt-Pan Tripods, and two Long-Path 14 cornercube Retro-Array: 50-500m Path Lentghs and two NH3 OP-TDL for Bushland, TX (Quote Q2405965 Rev. 1) 2.0 Background: These instruments replace existing instruments that are obsolete for Ames, IA and the Bushland, TX unit needs this to collect data needed for the NRCS Field Study.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Minimum Requirements

1) The OP instrument must be able to measure CH4.

2) OP CH4. TDL must be able to measure CH4 concentrations at a minimum of 2 ppm-m; Sensitivity: 0.5 ppm-m; Full Scale: 8,500 ppm-m.

4) OP TDL must be able to store data for months at a time.

5) OP TDL must be able to have remote diagnostics and data transmission via wireless communications

6) OP TDL must be able to compensate for pressure and temperature from internal pressure and temperature sensors.

7) OP TDL must include Onboard Software (no computer required)

8) OP TDL must have little to no temperature drift from -40 to 50C.

9) OP TDL must have a touchscreen interface with graphical data displays, including spectral waveforms.

10) OP TDL must be compatible with existing Boral Lasers currently in use laboratory (sharing mirror and tripods).

11) two OP TDL must be able to measure NH3 with all the same requirements as above.

12) Motorized tilt-pan scanner with transceiver mount that is compatible with power and control center for OP TDL with tripod.
