About this file
This document is a detailed specifications document for two instantaneous seawater heating units required by the USDA, ARS, Pacific West Area to support an oyster nursery system and an oyster larval hatchery system in Newport, OR.
The first unit must be capable of increasing the temperature of filtered seawater from 10 to 17 degrees Celsius at a maximum flow rate of 20 gallons per minute, powered by 480V 3-phase electricity. The second unit must be capable of increasing the temperature from 15 to 17 degrees Celsius at a maximum flow rate of 4.25 gallons per minute, powered by 208V/120V 3-phase electricity. Both units must be compact, corrosion-resistant, and have precise temperature control. The equipment is required to be delivered by November 30, 2024 to the USDA facility in Newport, OR.
The related federal contract opportunity is solicitation number 12905B24Q0181, an unrestricted Request for Quotation (RFQ) for the seawater heating units described in the specifications document. Offers are due by August 20, 2024 at 3pm EDT and should be submitted to the email address provided.

Detailed specifications document: USDA PSRU seawater heating units
Equipment need and environmental parameters: Two instantaneous seawater heating units that increase temperature of filtered seawater from 10 to 17 degrees Celsius depending on the husbandry system it connects to.
One unit is needed to serve a large oyster nursery system that requires a temperature delta of 10-12oC at a maximum 20 GPM flow using 480 Volt power. The minimum flow rate for the large nursery heater is 2 GPM. This unit should meet 24kW, 480V and 3 phase power requirements.
The second heating unit is needed to serve a larval hatchery system with a 15-17 oC temperature delta at a maximum flow of 4.25 GPM and operates on a 208V/120V electrical system. The unit for the larval hatchery must be operable with as low as 0.8 GPM flow rate. This unit should meet 18kW, 208V and 3 phase power requirements.
Dimensions: Compact units that are either wall mounted or freestanding. The 120V unit should be wall mounted, the 480V unit can be freestanding or wall mounted. Both should be as small as possible to afford maximum space for oyster husbandry systems.
Existing seawater heaters used by the Oregon State University aquaculture program measure 36” tall, 26” wide and 13.5” deep for reference. This size is manageable and works well with existing oyster aquaculture infrastructure.
Physical description: Self-contained heating units that accept a seawater inflow, heat the water to temperatures ranging from 18-27oC, then output the seawater into aquaculture system lines for dispersal to husbandry systems. The units must have precise temperature control (1 degree or less) and easily adjustable from 18 to 27 degrees Celsius minimally. Greater range is preferred but not required. Input and output should be 1 inch to match existing aquaculture lines.
Units are preferred to have plug connections, but could be directly wired into existing electrical infrastructure if necessary. Due to the corrosive nature of seawater materials that resist corrosion are necessary. Titanium is preferred for any elements that come into contact with seawater. Emergency stop buttons or equivalent shutdown systems are needed for safety of those using the oyster husbandry systems.
