About this file

This document is a specification sheet for an American Physical Society (APS) Online Subscription for the Naval Research Laboratory's Ruth H. Hooker Research Library. The Naval Research Laboratory (NRL), specifically Code 1050, requires a brand name acquisition of access to APS's licensed information content, which is essential for supporting NRL scientists and engineers in their research and development missions. The subscription will provide electronic access to scientific and technical literature across multiple disciplines, enabling the library to continue building its modern scientific technical literature collection.

The procurement is being conducted as a sole source contract with APS under FAR 6.302-1, citing APS's unique intellectual property rights. The Department of Navy's Naval Research Laboratory Contracting Division intends to renew the annual subscription. Potential alternative vendors have 15 days from the publication of this special notice to submit a capability statement demonstrating they can meet the requirement, though the government retains sole discretion in determining whether to compete the procurement.
