MWBE

Harris Health requires vendors to make a good effort to meet or exceed a 27% goal for participation by M/WBEs on this project. Failure to either meet the goal or demonstrate Good Faith Efforts at the time of submission may result in the proposal being deemed non-responsive. To meet this requirement, the proposer must submit an executed M/WBE Utilization Commitment Form (pg.1 of packet) with their proposal. Should the contractor elect to use subcontractors in pre-construction phase services, the contractor is to submit a M/WBE Utilization Plan designating the work to be performed by both M/WBE and non-M/WBE subcontractors with the proposal.

Construction Manager at Risk for the Construction of the Ben Taub Hospital

Expansion for Harris Health System

A complete M/WBE Utilization Plan and executed Letters of Intent to subcontract with M/WBE firms must be collected and approved prior to the start of each subsequent phase. The awarded contractor will be required to submit to Harris Health an updated project cost estimate and M/WBE Utilization Plan for each construction phase of the contract prior to Guaranteed Maximum Price (GMP) approval.

The ability or desire of the proposer to perform the project work with its own organization does not relieve the proposer of the responsibility to make good faith efforts. Please review the Utilization Plan Tip Sheet for further details on good faith efforts.

APPENDIX A

Campus Planning Study

Ben Taub Site Analysis Test Fit information

The proposed site has undergone a series of test fits to analyze maximum allowable buildable area, including the size of a new replacement hospital with multiple phased expansions that could be added over time all while leaving the existing facilities uninterrupted during the initial construction of the first tower. A review of various building types and additions, including structured parking, pedestrian bridges, ambulatory facilities, and shell spaces were reviewed. The selected A/E team shall perform site studies and a comprehensive programming effort in collaboration with Harris Health to validate and define the final project requirements, including service lines, bed counts, and related operational needs, based on updated volume projections and anticipated future growth provided by Harris Health. This will be incorporated in the final master plan.

Location of Future Bed Tower (8.9 Acre Project Site)

Stacking Plan Study

Campus Study - findings are provided below:

▪ The new bed tower will include 100-120 beds with shell space, according to the Demand Planning

Study conducted by Harris Health

▪ The bed tower and/or renovation of the existing hospital must have space to expand clinical and logistical services to support additional beds (kitchen, supply chain, linen, etc.)

▪ The new bed tower must be connected via bridge to clinical services in existing hospital for patient transport

▪ The new bed tower must be connected via basement to logistical corridors of the existing hospital and the existing dock

▪ The project will include selective renovation of existing Ben Taub Hospital to provide circulation between the two structures, supporting hospital operations.

▪ A portion of the new structure could be shelled to provide future expansion.

▪ Harris Health plans to replace Ben Taub Hospital over time and the AE will provide a phased master plan, including the hospital, central plant, clinics and parking required for a future replacement of the

Ben Taub Campus.

APPENDIX B

Hermann Park Conservancy Commitments

The selected AE team shall incorporate and support Harris Health’s commitments under its MOU with

Hermann Park Conservancy in the planning and design of the Ben Taub expansion.

This includes collaborating with Harris Health, Hermann Park Conservancy, and their consultants on evaluation and preservation or feasible relocation of mature, healthy trees within the project area; planning safe pedestrian connectivity between the project site and Hermann Park through wayfinding, lighting, pathways, cleanliness, and risk-mitigation measures; and designing landscape improvements that create natural buffers, reinforce a cohesive park-like setting, and enhance the experience of patients, staff, visitors, and the public.

The design shall also integrate stormwater management and flood-resilience measures. In addition, the design team shall incorporate, to the extent feasible and subject to approvals and applicable law, beautification elements including a park-like buffer along Cambridge Street, green space for patient healing and recovery, improved internal wayfinding and lighting, ADA-accessible pedestrian features, and targeted trail connections to adjacent park and green spaces.

Harris Health will consider Hermann Park Conservancy’s recommendations in good faith, while retaining final decision-making authority; therefore, the design team must be prepared to coordinate these features through planning, design, documentation, and implementation so they can be constructed and maintained as part of the project.

In addition, the CMAR must comply with Texas Government Code (GC) Chapter 2258, Prevailing Wage Rates. Accordingly, GC 2258 requires the CMAR to submit a certified payroll record and compensate any worker employed on a public works project not less than as applicable. The Harris County Wage Rates Schedule will be provided prior to the advertised bidding phase. As well, GC 2253.021, Performance and Payment Bonds, requires the CMAR to provide a payment bond on public works jobs that exceed $25,000.00, and a performance bond on public works jobs that exceed 100,000.00.

Architect/Engineer of Record for this project is HDR Inc. The estimated construction budget for the work is $289,000,000 and the estimated duration of construction and/or construction related work for this project is thirty (36) months. All work to be designed in accordance with all applicable codes, Harris County, Harris Health System and City of Houston regulations and criteria including Property Covenants and Restrictions.

Due to the function of this project, it is imperative that it be managed, designed and constructed with the utmost regard to cost, schedule and quality control by all participants. There is a clear expectation by Harris Health System that construction costs will come in below the budgeted amount. The integrity, reputation, skills and performance of the CMAR must be of the highest caliber to maintain confidence in the project team.

Architect/Engineer and the CMAR will contract separately with Harris Health System; these parties will be the nucleus of the project team so teamwork will be the fundamental ingredient in the relationship between the parties.

Harris Health System will manage the overall development process. During pre-construction, the CMAR will develop pricing, value engineering recommendations, and constructability recommendations. At the end of the construction document phase, the CMAR, with the support and assistance of Harris Health System, will commit to a Guaranteed Maximum Price (GMP) for all construction. Construction will commence once the total design documents are finalized. The CMAR shall competitively bid all construction subcontracts and other work appropriate for competitive bidding as directed by Texas State Statute.

Qualified parties must be able to demonstrate the expertise necessary to perform all portions of the work required by this RFQ and be familiar with the applicable statutes and regulations under which CMAR services are provided to local governments in the State of Texas. The firm’s key personnel must demonstrate substantial experience with projects similar in scope and type to the one described in this RFQ including expertise in scheduling and cost control, collaborating and coordinating with the activities of design professionals and scheduling and coordinating activities of trade contractors and subcontractors.
