About this file
This is a Request for Qualifications (RFQ) specifications document issued by Harris County, Texas, seeking multiple professional firms to provide environmental services for various projects under the Office of the County Engineer. The County is requesting Statements of Qualification from firms capable of delivering comprehensive environmental services including Phase I and II Environmental Site Assessments, NEPA documentation, USACE permitting, wetland delineations, endangered species compliance, hazardous materials management, asbestos management, petroleum storage tank management, site remediation, and facility inspections. The RFQ uses a hypothetical project—the Corridor Market Street project from Bayway Drive to West Sterling Avenue—with an estimated budget of $20,000,000 involving roadway conversion from four lanes to two lanes, replacement of signalized intersections with roundabouts, and drainage, traffic, trail, and sidewalk improvements. A mandatory pre-submittal conference is scheduled for Wednesday, September 16, 2026, at 10:00 a.m. CST via Microsoft Teams. Written questions must be submitted through Bonfire prior to the published deadline, with all questions and answers released as public notices to all firms.
Harris County intends to award contracts to multiple qualified firms on a project-by-project basis following successful negotiation with selected firms, with award decisions based on demonstrated competence and fair and reasonable pricing in accordance with Texas Government Code Section 2254.003. The contract includes four one-year renewal options, renewable one year at a time, subject to Commissioners Court approval; however, the County reserves the right to rebid at any time. Proposing firms must be registered with the State of Texas with fully licensed personnel capable of sealing reports and providing professional engineering services. All respondents are required to complete the Certificate of Interested Parties (Form 1295) through the Texas Ethics Commission website prior to submittal. The County is committed to fostering meaningful M/WBE participation and will establish participation goals upon project scope development; however, the initial RFQ evaluation will focus exclusively on vendor expertise and qualifications.
