About this file

This specification document is issued by Harris County on behalf of the Harris County Flood Control District (HCFCD) for property boundary vegetation removal, pruning, and related services. The solicitation seeks qualified vendors to provide all labor, equipment, and materials necessary to perform vegetation management services for a one-year initial term beginning approximately November 1, 2026. A mandatory pre-bid conference is scheduled for Tuesday, September 22, 2026 at 10:00 a.m. CST via Microsoft Teams, with attendance required for all prospective bidders. The contract includes four one-year renewal options, renewable on a year-by-year basis, subject to Commissioners Court approval and pricing adjustments. Vendors must submit questions in writing through the Bonfire platform by the specified deadline, and all questions and answers will be released as public notices to all firms. An on-site supervisor proficient in spoken and written English is required to oversee work activities and communicate with Harris County personnel.

Pricing quoted on the bid table must be all-inclusive, incorporating all labor, materials, equipment, testing, and ancillary costs with no separate line items accepted. Harris County may award to multiple vendors designated as "Primary" and "Secondary" based on lowest and best bid evaluation criteria, including price, vendor capacity, quality of performance, and ability to meet time constraints. A performance and payment bond for the full contract amount is required prior to commencement of work. Prevailing wage requirements apply to all vendor and sub-vendor work in accordance with the Texas Government Code Section 2258, with weekly certified payroll submission mandatory. Price increases are restricted to ninety days after contract commencement and may not occur within ninety days of previous increases; any increases must reflect manufacturer documentation only and are capped at four percent annually. Harris County anticipates awarding to a single vendor but reserves the right to award by item, category, or overall as best serves County interests. Minority- and women-owned business enterprises (M/WBEs) are encouraged to participate, and vendors must make good faith efforts to assist the County in meeting M/WBE contracting goals.
