About this file
This is a Requirements/Specification Document issued by the National Institute of Standards and Technology (NIST) Communications Technology Laboratory, Radio Frequency Technology Division, Electromagnetic Fields Group (672.02) for the procurement of external cavity diode lasers and related optical components.
The procurement consists of six items totaling specific quantities: one 780 nm external cavity diode laser, one 776 nm external cavity diode laser, two saturation spectroscopy modules, two fiber-coupling ports for infrared beams, two auto-lock software licenses, and two fiber patch cables. The 780 nm laser must deliver greater than 90 mW output power at 780 nm with a linewidth of 10 kHz or less, mode-hop free tuning range exceeding 10 GHz, and full coarse tuning coverage from 778 nm to 790 nm. The 776 nm laser must deliver greater than 35 mW at 776 nm with equivalent linewidth and tuning specifications across 770 nm to 790 nm. Both lasers require software-based atomic reference locking, TCP/IP or USB control with free LabView and Python APIs, fiber-coupled outputs with optical isolators providing greater than 60 dB isolation, and compatibility with existing Toptica Photonics laser systems. The saturation spectroscopy modules must support cesium, rubidium, and potassium with Doppler-free and broadened spectra capabilities and 5 MHz photodetector bandwidth. All components require fiber coupling and polarization-maintaining specifications.
Delivery must be completed within four weeks of award to NIST-Boulder at Mail Stop 672.02, 325 Broadway, Boulder, Colorado 80305, with partial delivery acceptable. Vendor acceptance testing is expected to require 14 business days following vendor installation. Vendors must possess an active Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on GSA's System for Award Management at time of contract award. Vendor technician on-site presence is required for installation. Base manufacturer warranty of one year or 3,000 hours is acceptable, with special coverage required for laser diodes. Electronic delivery of software, electronic manuals, and license keys is required.
