About this file
This is a specifications document and invitation for bid (IFB) issued by the Pennsylvania Emergency Management Agency (PEMA) for the procurement of turnout gear consisting of gloves, boots, and helmets. The procurement requests 20 Vanguard MK1 gauntlet cuff gloves in various sizes (3 medium, 6 large, 9 extra large, 2 extra extra large), 20 Globe Supreme 14-inch structural fire boots in men's and women's sizes, and 20 Cairns 660c Metro helmets (11 black, 8 red, 1 white). The IFB opened April 3, 2026, at 2:00 p.m. with responses due by April 17, 2026, at 2:00 p.m. This version replaces a previous IFB (6100065553) and allows for manufacturer substitution of approved equal items. The awarded vendor must conduct an on-site sizing at the end user's location in Lewistown, Pennsylvania, to ensure exact measurements for each individual, with the understanding that unit costs may be adjusted if sizing requirements differ from the specifications provided.
Vendors must quote shipping costs separately as a line item, with delivery on an F.O.B. Destination basis to Lewistown, Pennsylvania, and must provide estimated shipping lead times. For bids exceeding $10,000, vendors are required to complete and submit form GSPUR-89 regarding Reciprocal Limitations Act requirements. Any bidder proposing a substitute product must provide complete product identification by trade name, brand, and model number; submit descriptive literature and data; and identify any specification deviations from the referenced products. Vendors may charge a fee for the sizing service, which should be disclosed in bidder remarks. The specification document does not identify a current incumbent or provide specific funding amounts or sources.
