About this file
The document is a specification sheet for a Benchtop Sequencing System solicitation by the USDA Agricultural Research Service. The specifications detail requirements for a sequencing instrument, with the Element Biosciences Element AVITI System cited as a potential solution, though other systems meeting the criteria will be considered. Key technical requirements include dual independent flowcells, rolling circle amplification technology, scalable sequence lengths (2x75, 2x150, 2x300), and capability for amplicon and whole genome sequencing.
Specific procurement details include a trade-in value requirement of over $40K for an existing Illumina MiSeq instrument, a minimum 12-month warranty, and inclusion of installation and training. The solicitation (1232SA25Q0309) is a small business set-aside under NAICS code 334516, with quotes due by 1:00 PM Eastern on 08/06/2025. Delivery is expected within 90 days after award, with quotes to be submitted to peter.b.nelson@usda.gov. Potential vendors must demonstrate how their system meets the comprehensive technical specifications outlined in the document.

Specifications: Benchtop Sequencing System
FAR 52.211-6 - Brand Name or Equal – Aug 1999
• Simple on-screen operation
• Equipped with dual flowcells which can be run independently from one another;
allows sequencing of one or two libraries in a single run
• Utilize rolling circle amplification technology
• Accurately sequences low diversity amplicon sequences without compromising read count output
• Scalable in terms of sequence length (2x75, 2x150, 2x300) and output (high, medium, and low)
• Flowcell price guarantee - no yearly increases in sequencing flowcell costs for the life of the instrument
• Yields high output for amplicon and whole genome sequencing, allowing multiple users and labs to generate research-specific data
• Capability of individually addressable lanes enablement
• Must offer a “trade-in value/credit” greater than $40K for our current Illumina MiSeq s/n M05968
• Must include a minimum of 12 month warranty
• Must include installation and training to include required consumables
An Element Biosciences Element AVITI System will meet the requirements, however, any benchtop sequencing system that meets these requirements will be considered.
If quoting equal system, be sure to demonstrate how the system meets these specifications.
