DESCRIPTION:

The US Forest Service has operated Coriolis (mass flow) meters at airtanker bases for over 36 years. These meters have served our needs well and a replacement program is being implemented. While the meters are installed at a single location, the Forest Service uses them interchangeably within a tanker base and among tanker bases. The Forest Service expects to continue the interchangeable concept with the acquisition of new meters.

The Forest Service has maintained and calibrated its inventory of meters using trained agency personnel or a third-party contractor.

The Forest Service expects to continue this concept. The methods used for field calibration are timed weight or the use of a tandem master meter.

AIR TANKER BASE DESCRIPTION AND MASS FLOW METER OPERATIONS:

Airtanker Base Retardant Mixing Plants consists of the following components: Retardant Tank(s), Pump and Mass Flow Meter. These are connected to the distribution manifold which consists of appropriate valves, pipes, and hoses leading to the fill port of the aircraft.

The fire retardant is an ammonium-based fertilizer blended with thickeners, colorants and corrosion inhibitors to meet the requirements of the Lot Acceptance, Quality Assurance Program ( https://www.fs.fed.us/rm/fire/wfcs/lot-acceptance-and-quality-assurance-program.php ). Retardant is stored at the Airtanker Base either as fluid concentrate, which is blended with water on demand, or as a completed product (previously mixed from a powder). The Mass Flow Meters are only used for metering the final product to the aircraft, they are not used in the mixing process (except that they continually check to assure the density of the product remains within limits). The retardant (either type) is delivered to the aircraft at a rate of 450 gallons per minute. The Mass

Flow Meters must have the capability to display the number of pounds delivered and instantaneous density of the mixed product.

Loading of an aircraft will take between 5 to 15 minutes, depending on the size of the airtanker.

The approved retardants are maintained by the Forest Service on a Qualified Product List which can be found at https://www.fs.fed.us/rm/fire/wfcs/documents/2020- 1105_qpl_ret.pdf . The gum thickened products have thixotropic properties and can contain entrained gas (depending on how recently the slurry was mixed). The offered meter(s) shall be capable of accurately measuring the mass and density when entrained gas is contained in the slurry.

Retardant Loading Operation. The manifold, pipes and hoses are filled with retardant. The totalizer on the meter is reset to zero. The loading hose is connected to the aircraft. Tanker base personnel (one at the pump and one at the aircraft) coordinate the loading process.

The retardant flows through the mass flow meter. At fluid concentrate bases a sample of retardant is taken to verify ammonium salt content of the blended product. Adjustments to the blending are made as necessary based on the measurement(s) of the sample taken

Loading is stopped by shutting down the pump and waiting a moment before closing the end of hose valve (at the aircraft) to avoid fluid hammer. The hose is disconnected from the aircraft. At the mass flow meter, print commands a 'ticket' to the printer. The ticket contains the following information: date, time, total number of pounds, instantaneous density, average density and temperature.

GENERAL SPECIFICATIONS:

All supplied meters shall meet the following requirements. The meters shall:

Operate on Coriolis based principles.

Consist of a sensor and combined controller/transmitter.

Be capable of locating the sensor in one location and connected to the controller/transmitter in another. The meter shall operate normally in this configuration when, due to installation requirements, the two components are separated (but electronically connected) at distances up to a maximum of 500 ft. Be capable of measuring water and mixed/blended Fire Retardant that meets the

Not require re-calibration or adjustment when changing materials to be measured.

Not require the meter to be sterilized by corrosive or any other destructive method that will result in metal removal within fluid contact area of the sensor.

Not require the meter to be sent back to the factory or a factory service center

Be capable of being performed while it is installed at its location and/ or removed from the distribution manifold, remaining at the installed location.

Be capable of being performed by factory trained agency personnel and third party contractors.

The offered meters shall maintain accuracy (mass, mass flow rate, and density) with a fluid/slurry which contains entrained gas (air).

DETAILED SPECIFICATIONS:

Controller/Transmitter. The controller/transmitter shall meet the following requirements. The controller/transmitter shall:

Have a NEMA 4X housing

Operate in temperatures from -4 degree F to 140 degree F

Operate on 110 V AC

Process the information provided by the Sensor

Display

The Display shall be configurable to show the instantaneous values of Flowrate, Mass Batch Total, Density, Average Density, Temperature, and Inventory

The display shall, at a minimum, show the Density and Mass Batch Total. The instantaneous data may be configurable to multiple screens, except that the Density and Mass Batch Total shall be displayed on a single screen.

Display the Density and Average Batch Density in a minimum of 4 (four) decimals (X.XXXX).

All other measured values shall be displayed to 2 (two) decimals (X.XX) except Mass Batch Total shall be displayed as a whole number.

Provide a minimum of 4 lines of data

The four lines of data shall be configurable to 1, 2, 3, or 4 lines of data. The text size should automatically adjust based on the user selected number of lines of data, i.e. as the user selects a fewer number of lines displayed from 4 lines, the text size (font size) of each remaining line shall increase proportionally to the number of lines reduced.

Provide user configurable interface display.

Have a pressure sensitive keypad and/or buttons to facilitate communication with controller/transmitter, i.e. the user interface

(buttons) shall have a tactile registering feel to the user.

At least two separate buttons shall be available on the Display. These buttons shall be programmable to perform the function of 1) Reset the Batch Total, and 2) Print

Command. The Print Command shall send the Mass Total, Average Density, Density and Temperature.

The print out shall present values for:

Mass Total shall be a whole number

Density and Average Density shall be to 4 places X.XXXX

And Temperature shall be to 2 places X.XX

Have the following signal outputs:

A minimum of two 4-20 mA signal outputs selectable for flow rate, density or temperature outputs.

A pulse output that represents 1 (one) pound of fluid

Configurable relays:

High density alarm

Low density alarm

Printer Port

Print output shall connect to a serial ticket printer using RS-232 and RS-485 converter to RS-232

Print function. The minimum printer output shall include

Date

Time

Batch Total in pounds (whole numbers ie. X )

Density in Specific Gravity Units (ie. X.XXXX)

Average Density in Specific Gravity Units (ie. X.XXXX)

Temperature (ie. X.XX)

Have the following input signal capability:

Two discreet momentary inputs:

Remote print

Remote totalizer reset

Meter Requirements.

The sensor portion of the Meter shall meet the following requirements.

The Sensor shall:

Have an operational frequency of less than 100 Hz

Have an operating temperature -20 degree F to +212 degree F

Have a housing that is hermetically sealed stainless steel

Have its wetted parts made from 316L stainless steel

Have a maximum operating pressure of 1,730psig

1. Have a flow rate range capacity of O to 9,970 lb/min

Be accurate to zero stability 0.16 lb/min

Have 3" ANSI CL 150 flange process connections

Fit the following volume whose maximum dimensions are (+/-1/8 inches):

Width: 33.7 inches maximum

Depth: 8.2 inches maximum not including Core Processor 14.5 inches

Height: 42.2 inches maximum
