About this file
This is a set of specification sections for a roof replacement project at High Desert State Prison in Susanville, CA, issued by the California Department of Corrections and Rehabilitation (CDCR). The project involves replacing roofs with a new single-ply PVC roof membrane system including insulation, crickets, roof accessories, flashing/counterflashing, backing, and fasteners at all locations for a complete installation. The specifications detail requirements for tamperproof metal fastenings, metal fabrications, roof and deck insulation, polyvinyl-chloride (PVC) roofing, flashing and sheet metal, and joint protection. The project is divided into multiple phases and requires contractors to coordinate with CDCR representatives for access and security protocols.
The specifications require detailed submittals including shop drawings, product data, and samples for approval. Key requirements include FM I-120 wind uplift rating, UL Class A fire rating, and a minimum 10-year manufacturer's warranty. The PVC membrane must be minimum 80 mils thick with white exposed face. Insulation must achieve R-30 value using extruded polystyrene (XPS) in multiple layers. All exposed fasteners in inmate accessible areas must be tamperproof. The contractor must provide field testing including water testing and Electronic Field Vector Mapping (EFVM) testing of the completed roof system. No specific project budget or completion timeline is provided in these specification sections.
