About this file

This is a Statement of Work for Project 26Z1AY2, the FSA Horticulture and Composting Program at Alderson, which solicits a composting system for an institutional environment.

The specifications matrix requires contractors to confirm whether their proposed composting machine meets nine key requirements: acceptance of mixed organic waste streams (food waste, shredded paper, lawn clippings, fall leaves); minimization of downtime with capability for continuous waste additions 365 days annually at any time of day without batch processing; handling minimum 1 cubic yard of daily waste inputs; production of usable compost suitable for institutional horticultural needs; reliable operation in both indoor and outdoor locations; incorporation of safety features per Section 2.2; efficient loading mechanisms to minimize staff and inmate worker injuries; and provision of estimated average electrical consumption data. For each requirement, contractors must indicate Yes or No and reference where the specification appears in their cut sheet or submittal.

Section 2.2 establishes mandatory safety and operational features appropriate for a prison environment. The composting system must prevent operator injury during loading, operation, and maintenance; incorporate lockable or restricted-access components to limit unauthorized access; and protect individuals from internal mechanisms and heat concerns. The government seeks comprehensive safety designs and encourages contractors to propose the safest version of their technology, demonstrating high protection levels through their own best practices and innovations.

2.2 Safety and Operational Features

The composting system must include safety features appropriate for an institutional environment to protect staff and inmates participating in the vocational program.

Contractors are encouraged to propose the safest version of their technology, describing how their system:

• Prevents operator injury during loading, operation, and maintenance.

• Uses lockable or restricted-access components to limit unauthorized access to the machine.

• Protects individuals from internal mechanisms and heat concerns.

The government seeks solutions with comprehensive safety designs and contractors should demonstrate how their system achieves high protection levels through their own best practices and innovations.
