Morning Meadows Project Specification Manual Summary

This is a project specification manual and invitation to bid for a new construction project by Beyond Housing, a Virginia-based owner, with DNA Workshop serving as the architect. The Morning Meadows project involves the construction of six duplex buildings on a 1.4-acre tract of undeveloped land located at 700 Moore Street, Bristol, Virginia 24201, consisting of five one-bedroom duplexes and one two-bedroom duplex for a total of 12 one-bedroom residential units and 2 two-bedroom units. The project will be constructed under a single prime general contract covering all trades including general building construction, plumbing, mechanical, and electrical work. Sealed bids are due by August 5, 2026, at 3:00 PM EST, with bids to be publicly opened thereafter. A mandatory prebid conference will be held at a date and time to be determined. The contractor must begin work upon receipt of the Notice to Proceed and complete all work within the specified contract time. Bidders must be properly licensed in Virginia and in their respective trades, with the successful bidder required to provide a Performance Bond, Labor and Material Payment Bond, and acceptable insurance coverage.

Bid security of 5 percent of the bid amount must accompany each bid submission, with bids valid for 60 days following opening. The project manual includes comprehensive specifications organized under MasterSpec divisions covering procurement requirements, general conditions, concrete, masonry, metals, wood, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, plumbing, HVAC, electrical, communications, and site improvements. A geotechnical investigation report prepared by Sekiv Solutions dated February 19, 2025, is available to bidders. The contract will utilize HUD Form 5370 General Conditions of the Contract for Construction, with all standard AIA forms specified for bonds, certificates of insurance, RFIs, change orders, and payment applications. Work is restricted to normal business hours of 6 AM to 6 PM Monday through Friday, and the project site is designated as a smoke-free and tobacco-free work environment with a 20-foot perimeter restriction around all buildings and facilities.
