1.0 SCOPE

This specification includes the requirements for bidders to supply a charge/discharge station for charging and discharging light rail transit battery sets. Battery sets are 25 interconnected cells, which are vented nickel-cadmium prismatic rechargeable storage batteries.

The quantity for this procurement is one charge/discharge station.

2.0 REQUIREMENTS

2.1 General Information

The Authority operates 103 Green Line No. 7 SRC's, 89 No. 8 LFC and 24 No. 9 LFC vehicles configured to run as individuals, married or mixed pairs. The vehicles operate on a nominal 620 Volts DC and are made up of miscellaneous continuous and discontinuous loads. An Auxiliary Power Supply provides battery charging voltage around 37.5 VDC.

The presently installed vehicle battery manufacturer for each battery type is Saft. The batteries are arranged in a 5x5 matrix. They are housed in 5 stainless steel crates and are either mounted on the side of the vehicle or on the roof. The batteries are all SMRX series, either 160, 180, 200 or 290 Amp/Hour rated.

The supplied Charge/Discharge station should be capable of handling all Green Line battery types.

2.2 Charge / Dis-charge Design

This specification describes the requirements for a charge/discharge station, a constant current charge and discharge formation unit.

Control of the formation unit will be a separate computer unit with supplied software and communication equipment.

The formation unit will include individual cell monitoring, for the 25 cells, and one temperature input.

The formation unit will have the following test parameters that are adjustable.

TEST PARAMETERS VALUE RESOLUTION

Circuits per cabinet 1 - Charge Current 0 - 60.0 0.1A Discharge Current 0 - 60.0 0.1A Voltage(Discharge, Charge) -60.0, +60.0 0.1V Cell per Circuit 1 – 25 - Power 0 to 3.60 0.01KW Amp Hours 9999.9 0.1AH Watt Hours 9999.9 1 WH Cycles 1 to 9999 - Steps 1 to 50 - Step Time 255HRS:59M:59S 1 sec.

Formation Unit will include a high impedance voltage monitoring input to record, display and perform limit condition action for each circuit. There are 25 channels per circuit. The monitoring voltage range will be 0 to 2Vdc +/- 0.01Vdc per cell.

Formation Unit will include a minimum 20 foot voltage lead with 3/8” ring lug terminals.

The Formation Unit will have a method to switch a cell or battery out of the circuit during charge or discharge. Individual cells will be monitored and if voltage reaches the user defined voltage limit the corresponding cell is switched out. Once all cells reach the step, all cells are switched back into the circuit.

Formation Unit will be convection air cooled, with regenerative discharge back to the AC line.

Formation Unit will have a display to indicate charge, discharge, power on and program running.

Formation Unit will have an isolation transformer for each circuit and have D.C. output fuse protected.

Formation Unit shall be configured for the following configuration.

Input Voltage 480VAC +/- 10% Frequency 60Hz Phase 3Ph

Computer Details:

Computer Workstation should be sufficient to handle the hardware and software controls of the Formation Unit and be supplied with the latest version of Microsoft operating system. Workstation shall have all necessary software installed to control the system.

Supplied computer will control start, stop and reset functions of the Formation Unit.

2.3 Commissioning and Training

The responsibility of commissioning the system will be the Bidder. Bidder shall notify the MBTA 2 weeks prior to Commissioning and Training. All training documents shall be received 2 weeks prior to training and require approval by the MBTA prior to training.

Training will be supplied to a workforce of repairers, instructors and engineers. Class size shall be no more than 10 people.

Bidder shall notify MBTA on how many classes and hours they will need to accomplish the training.

2.4 Delivery

Any and all costs to delivery the Formation Unit to MBTA will be the responsibility of the Bidder. Bidder shall be present during delivery to MBTA.

Delivery location will be either:

325 Grove Street Auburndale, MA 02462 or 34 Third Avenue Somerville, MA 02143
