About this file

This specification document outlines product requirements for a procurement by the State of Maine Department of Environmental Protection (DEP). The solicitation requests two chemical products: Citric Acid Anhydrous (CAS Number 77-92-9) and Sodium Carbonate Anhydrous, commonly known as Soda Ash (CAS Number 497-19-8). Each product is required in a quantity of 2,000 pounds, packaged in 50-pound net bags, and shipped to the Maine DEP Response Warehouse located at 4 Blossom Lane, Augusta, Maine 04333-0017, with Estelle Werly as the designated contact. The specification for Citric Acid requires assay levels of 99-100.5% with strict limits on moisture (≤0.25%), arsenic (≤3.0 ppm), heavy metals (≤10 ppm), oxalate (≤350 ppm), sulfate (≤150 ppm), and sulphated ash (≤0.05%). The Soda Ash specification requires minimum sodium carbonate content of 99.6%, minimum sodium oxide of 58.1%, with maximum limits on sodium sulfate (0.15%), sodium chloride (0.08%), and water insolubles (0.05%), and bulk density specifications of 56.2-65 lbs/ft³.

Payment for goods will be made by the State of Maine through check, EFT, or procurement card. Vendors are prohibited by Maine state statute (9-A MRSA 8-303) from imposing surcharges on credit or debit card purchases. The State emphasizes that while interchange rates vary by vendor banking agreements, competitive bidding remains dependent on individual vendor business practices and pricing strategies rather than automatic adjustment for payment method fees. Use of State Procurement Cards is encouraged as it provides efficient payment processing and timely vendor payment with reduced administrative burden to the State. All vendor questions regarding this RFQ must be submitted through the Question and Answer link on the Solicitation Details View page, with responses appearing in the same system; vendors are responsible for logging in to review all posted questions and answers.

PAYMENT METHOD: The State of Maine reserves the right to pay for goods purchased through this solicitation by any of several available means, which include but may not be limited to check, EFT, and/or procurement card. Bidders are advised that state statute precludes sellers from imposing a surcharge on credit or debit card purchases (text follows).

9-A MRSA §8-303 (2): A seller in a sales transaction may not impose a surcharge on a cardholder who elects to use a credit card or debit card in lieu of payment by cash, check or similar means.

Interchange rates that are charged to vendors who accept credit cards are not standardized at 3%. The rates depend on multiple factors involved with each individual vendor’s agreement with its banking partners. Given that this RFQ is for a competitive purchase, interested vendors should consider the implications of simply transferring fees directly to the State, and how that might have a negative impact on the vendor’s bid in reference to the bids of other vendors. The use of State Procurement Cards is advantageous to the State (and also to vendors). It creates a more efficient payment method that ensures vendors are paid in a timely manner, and it requires less administrative processing by the State. Also, as noted above, it does not mean that the State will automatically pay higher prices. The pricing of competitive purchases still depends on each interested vendor’s business practices.
