About this file
Summary
This is a Project Manual and Specification Book for construction of an Animal Shelter addition and alteration project for Lumpkin County, Georgia, prepared by H. Lloyd Hill Architects and Associates, Inc. The project, identified as Project Number G2518, involves the construction of a 4,696 square-foot animal shelter facility located at 1363 Red Oak Flats Road, Dahlonega, Georgia. The specification book contains comprehensive contract documents including general conditions based on AIA Document A201-2017, supplementary conditions, insurance requirements, and detailed specifications across 31 divisions covering site work, structural components, mechanical and electrical systems, finishes, and specialized equipment. The project manual establishes detailed requirements for bidding, project delivery, quality assurance, and construction administration, with specifications prepared by consulting engineers Trinity Engineering Group Inc. for mechanical, electrical, and plumbing systems.
The specification book establishes detailed pricing frameworks through unit prices for various construction elements including earthwork, rock excavation, concrete, masonry, structural steel, carpentry, roofing, doors, windows, hardware, finishes, and specialty items. Contractors are required to submit comprehensive bids organized by trade with backup documentation from subcontractors and suppliers, along with detailed line items for general conditions and reimbursable costs. The project includes specific insurance and bonding requirements, including workers' compensation with $100,000 employer's liability, comprehensive general liability with minimum limits of $500,000 each occurrence, and $1,000,000 umbrella excess liability coverage. The contract incorporates performance and payment bonds, requires 10 percent retainage until 50 percent completion then reduction per Senate Bill 91, and mandates adherence to 2018 International Building Code with Georgia amendments. Additionally, the specifications reference State Fire Marshal inspections for occupancy permits, include provisions for independent testing agencies to perform field quality control, and establish completion schedules with provisions for six-day, ten-hour work weeks if construction falls two weeks behind the approved schedule.
