IV. TRADE-IN PROPOSAL

The County of Sacramento wishes to consider offers for a trade-in of our current 2006 Cozad 35 Ton detachable gooseneck trailer. Please refer to the RFB listing for details regarding a bidder’s meeting for an opportunity to view the trailer in person prior to the bid closing date. General pictures of the trailer in it’s current condition (at the time of the drafting of this specification) are inserted below. The County will continue to use the trailer until the new trailer is delivered and accepted by the County.

IMPORTANT NOTE: All bids are welcomed. Bid proposals that do not include a trade-in offer will not be rejected. The County of Sacramento, at it’s sole discretion, will determine if a trade in is in the best interest of the County based on all proposals (with or without trade-in offers) that are received. The County may decide to purchase the new trailer, while declining the trade-in proposal. Bidder’s should not assume the County will accept a trade in offer when pricing the new trailer for the bid submission. Price the new trailer as if there is no trade in. Keep any trade in proposal amount independent of the price of the new trailer. Please consider the following if proposing a trade-in offer:

1. Please provide a trade in value, the amount that your firm will effectively pay, or that will be deducted from the final invoice of the new trailer, after the new trailer is accepted.

2. The County of Sacramento holds clear title to the existing 2006 Cozad trailer issued by the California Department of Motor Vehicles. Upon acceptance of a trade-in offer and accepting the new trailer, the County of Sacramento will release the title to the dealer.

4. The trailer is currently registered and will remain registered until the final transfer takes place. The County will attest that no DMV back fees, or any other liens or delinquencies related to the trailer exist.

5. The County will continue to use the trailer in it’s current role until the new trailer is delivered and accepted by the County of Sacramento. The current use of the trailer is as a motor pool vehicle that is not used every day. Various County departments use the vehicle, as needed, to move construction equipment such as asphalt pavers, asphalt grinders and excavators.

6. The additional use described in #4. above will be minimal, likely less than 3,000 miles. The trailer has accumulated approximately 51,000 miles of use since being released into service as a new trailer in June 2006, or approximately 2,685 miles annually.

7. No Stand-Alone Offers Accepted: The County will not accept stand-alone offers to buy the trailer outright, without a proposal for the sale of a new trailer.
