About this file
This is a Request for Bid (RFB) document issued by the City of Yuma, Arizona's Procurement Division for biosolids removal and disposal services at two municipal wastewater treatment facilities. The City of Yuma operates the Figueroa Water Pollution Control Facility, which produces 40,000 to 80,000 gallons of Class B biosolids daily, and the Desert Dunes Water Reclamation Facility, which produces 5,000 to 40,000 gallons of Class B biosolids daily. Bidders are required to remove and dispose of these biosolids through land application in compliance with all applicable federal and state regulations. The public bid opening is scheduled for November 3, 2025, at 11:10 AM MST via Microsoft Teams. The contract is structured as an annual agreement with firm, fixed pricing held for 12 months following the notice of award, with the contract renewable for four additional one-year terms. Bidders must submit all required documentation through the City's Procurement Portal at https://yumaaz.bonfirehub.com/portal/, with bid submission assistance available through Support@gobonfire.com.
Bidders must provide comprehensive documentation including detailed land application methods, hauling schedules, site plans with proposed disposal locations, and all necessary state and federal permits for biosolids land application. All biosolids become the property of the bidder upon leaving the treatment plant, and the bidder is responsible for providing and maintaining all equipment, acreage, and facilities necessary for compliant disposal at no additional cost to the City. A critical requirement is the submission of a detailed Dry Ton Biosolids Alternative Disposal Plan demonstrating capability to manage biosolids through an alternative method (such as landfill, monofill, or incineration) if the primary wet-ton land application method becomes unviable. Additionally, bidders must maintain comprehensive insurance coverage including Commercial General Liability with limits of $2,000,000 general aggregate and $1,000,000 per occurrence, Business Automobile Liability with $1,000,000 combined single limits (or $3,000,000 if hazardous materials are transported), and Workers' Compensation coverage. Bidders must comply with extensive environmental, monitoring, and reporting obligations under 40 CFR Parts 257, 258, and 503, Arizona Administrative Code Title 18 Chapter 9 Article 10, and provide annual reports to the EPA, Arizona Department of Environmental Quality, and City officials detailing application sites, volumes, crops, and compliance certifications.

5. Upon Contract award, the successful Bidder's approved Alternative Plan shall be attached to and incorporated into the Contract. The City reserves the right to activate the Alternative Plan, in whole or in part, by written notice to the Contractor if the primary wet-ton land application services become, or are anticipated to become, unavailable or unsuitable. The Contractor shall not be relieved of any obligations under the Contract by reason of implementing the alternative plan.
6. Throughout the Contract term (including any extensions), the Contractor shall maintain its dry ton capabilities, permits, and outlet agreements in good standing and shall provide the City with updated Alternative Plan information upon request or upon any material change in circumstances affecting the alternative method.
