About this file
This is a Special Procurement Notice issued by the State of Oregon's Department of Administrative Services (DAS), State Procurement Services (SPS), on behalf of the Oregon Health Authority (OHA) and its Public Employees Benefit Board (PEBB), regarding Special Procurement Amendment #2 for the PEBB Benefit Management System (BMS) Maintenance and Operational Support and System Enhancements. The procurement covers maintenance, operational support, and system enhancements for the MyOEBB Benefit Management System, including legislatively mandated updates, board decisions, collective bargaining mandates, and integration of new state and local government groups. The contract amendment extends through June 30, 2027, and represents a strategic continuation of services until implementation of a new unified Ariel EAS Solution anticipated to go live in Q2 2026. This is a notice of approval for a special procurement and is not an opportunity to submit a proposal; however, affected persons have seven calendar days from the first publication date to submit written protests to the State Chief Procurement Officer.
The incumbent vendor, Peraton (formerly Perspecta State and Local, Inc.), will continue providing services with a 3% resource rate increase effective July 1, 2025. Hourly rates range from $120.11 for junior resources to $239.47 for senior resources. The total estimated cost for this amendment period is $3,548,320, bringing the cumulative contract value to $16,979,965, with provisions for optional system enhancement work orders up to $400,000. The system serves approximately 150,000 actively employed or retired Oregon educators across multiple state and local government entities, including the Oregon Educators Benefit Board (OEBB) and the PEBB. The procurement does not include specific set-aside designations or restrictions on responding organizations, and the submission deadline for the notice is May 26, 2025.
