About this file
This is a Notice of Proposed Single-Source Award from the Department of Health and Human Services (HHS), Indian Health Service (IHS), Colorado River Service Unit, for a fully automated coagulation analyzer system. The Indian Health Service intends to award a single-source contract to Diagnostica Stago, Inc. (SAM UEI: ND7MY2A4ZUE9), located in Parsippany, New Jersey, for the continued provision of coagulation analyzer equipment under a reagent rental arrangement. The anticipated contract consists of a 12-month base period with four one-year option periods. The requirement encompasses equipment, all required reagents, consumables, preventive and corrective maintenance, technical support, installation support if required, validation assistance, and operator training to support CLIA-compliant laboratory operations at Parker Indian Health Center.
The Government's minimum requirements include a fully automated coagulation analyzer capable of performing Prothrombin Time (PT), Activated Partial Thromboplastin Time (APTT), Fibrinogen, and D-Dimer testing. The system must support uninterrupted routine and STAT coagulation testing, maintain compatibility with the existing Laboratory Information System (LIS), and operate within the current laboratory environment without requiring substantial changes. Based on the Government's market research, Diagnostica Stago, Inc. appears to be the only source meeting these requirements. However, any responsible source may submit a capability statement by 10:00 a.m. Arizona Time (PDT) on August 5, 2026, to Ashley Velasquez at Ashley.Velasquez@ihs.gov, referencing Notice ID PHX-SS-26-012. Capability statements must specifically address technical requirements, testing capabilities, LIS compatibility, service provision, relevant experience, and manufacturer/distributor status. The Government will review submissions to determine if competition is appropriate before proceeding with the single-source award.
