About this file

This is a Special Notice from the Naval Oceanographic Office (NAVOCEANO) announcing a market research event for ocean floor mapping services using long-endurance unmanned surface vehicles (USVs). NAVOCEANO, located at John C. Stennis Space Center in Mississippi, seeks to enhance oceanographic data collection capabilities by contracting with vendors possessing contractor-owned USV systems to supplement current government-owned, manned survey platforms. The requirement is classified under NAICS Code 541990 (All Other Professional, Scientific, and Technical Services), though this may change pending market research completion. The government is conducting this market research to assess industry capacity and capability before determining whether to issue a formal solicitation.

Interested vendors must register by email to Courtney Frederick-Encalade (courtney.c.frederick-encalade.civ@us.navy.mil) or Balynda Wells (balynda.m.wells.civ@us.navy.mil) to participate in a virtual market research event scheduled for March 11, 2026, with a potential additional session on March 12, 2026. Each company may send up to two representatives. Vendors must submit written responses by March 4, 2026 at 1600 EST to Borui Tang (borui.z.tang.civ@us.navy.mil) or Joseph Caltagirone (joseph.p.caltagirone3.civ@us.navy.mil) including company information, CAGE code, business size, a capability statement with relevant past performance from the last five years (including contract numbers, dollar values, and performance periods), questions or concerns, and supporting documentation. Responses are limited to ten typewritten pages in 12-point font minimum. This Special Notice is for market research and planning purposes only and does not constitute a solicitation or commitment to award a contract. No monetary compensation will be provided for response preparation, and respondents will not be notified of results.

OCEAN FLOOR MAPPING WITH LONG-ENDURANCE UNMANNED SYSTEMS

BACKGROUND:

The Naval Oceanographic Office (NAVOCEANO) is responsible for providing oceanographic products and services to all elements of the Department of Defense (DoD). NAVOCEANO is located at John C. This includes tailored oceanographic, hydrographic, bathymetric, geophysical, and acoustic products and services to DoD customers worldwide that aid in safe navigation and effective mission planning.

REQUIREMENT:

The United States Navy has a need globally for additional ocean floor mapping data in many ocean regions but does not possess the capacity to collect the data using the current portfolio of survey platforms. This request aims to enhance the mission effectiveness by shifting tasks traditionally performed by government-owned, manned platforms, to obtaining services that incorporate contractor-owned long-endurance Unmanned Surface Vehicles (USV).

North American Industry Classification System (NAICS) Code: 541990 - All Other Professional, Scientific, and
