The solution must be Commercial-Off-the-Shelf (COTS) or COTS with minor customization and shall reduce manual processes, improve transparency and accountability, enhance data-driven decision-making, and support mission readiness.
The required system must provide end-to-end capabilities across nine functional areas: Volunteer Personnel Management (managing three distinct levels of presidentially appointed volunteers with geographic constraints and training/travel coordination); Military Reserve Personnel Management (tracking billets, personnel profiles, schedules, and funding); Location and Staffing Management (maintaining hierarchical location structures and workload-based staffing assessments); Data Management and Governance (ingesting and exchanging data with federal and state partners using secure interfaces and approved standards); Logistical Management (coordinating personnel movement through induction); Claims Management (secure public-facing portal for filing claims with AI-enabled customer assistance capability); Temporary Employer/Employee Management (matching employees to opportunities and tracking 24-month service periods); Information Security (compliance with FISMA, NIST RMF, NIST SP 800-53 Rev. 5, FedRAMP Moderate/High authorization, multi-factor authentication, and Zero Trust architecture); and Cross-Cutting Operational Capabilities (ad hoc tasking, reporting, configurable dashboards, budget tracking, and workload assessment tools). The system must support AI risk management and governance including documented use cases, human-in-the-loop oversight, model transparency, bias mitigation, performance monitoring, and alignment with NIST AI Risk Management Framework and OMB guidance. Vendors must submit capability statements, RFI responses, and registration forms by 2:00 PM EST on Thursday, March 12, 2026 to either Cane Toussaint (cane.toussaint@sss.gov) or Shimere Cooper (shimere.cooper@sss.gov) with courtesy copy to Contracting Officer Georgette Hendricksen (georgette.hendricksen@sss.gov).
