About this file

This Special Notice of Intent is a sole-source procurement document from the Defense Health Agency (DHA) for SAS Software and maintenance renewal. The agency intends to issue a firm fixed-price purchase order to Executive Information Systems (EIS), LLC, the sole authorized SAS reseller, for a software suite that can mine, alter, manage, and retrieve data from various sources while performing statistical analysis. The software is critical to the Program Management Office EIDS for providing timely, user-friendly data analysis, and the DHA argues that replacing the current SAS software would disrupt research operations, duplicate training costs, and potentially cause service interruptions due to complex system integration challenges.

The notice is issued under Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with the NAICS Code 541519 for Information Technology Value Added Resellers. While the document emphasizes this is not a formal solicitation and does not commit the government to a contract, it invites interested sources to submit capability statements with business size information and manufacturer authorization letters. The agency will make the final determination on competition, and if a competitive solicitation is released, it will be published on the Governmentwide Point of Entry. Responses can be submitted to the Contract Specialist via the provided email address.

SPECIAL NOTICE OF INTENT

This Notice of Intent serves as the pre-award synopsis required under FAR 13.105. This sole source falls under the Authority of Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1) -for purchases not exceeding the simplified acquisition threshold, only one source reasonably available.

NAICS Code 541519, Information Technology Value Added Resellers with a size standard of 150 employees.

The Defense Health Agency (DHA), Fort Sam Houston, TX intends to issue a sole source firm fixed price purchase order to 6903 Rockledge DR STE 760 Bethesda, Maryland 20817-1818, United States, for SAS Software and maintenance Renewal.

This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S.

Government is not seeking quotes, bids or proposals currently. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Any submittals will not be returned to the responder.

The SAS is a software (SW) suite that can mine, alter, manage and retrieve data from a variety of sources and perform statistical analysis. The SAS SW provides a graphical point-and-click user interface for non-technical users and more through the SAS language. This software is used daily to accomplish the mission of Program Management Office (PMO) EIDS to provide timely analysis and user-friendly environment for self-service analysis.

The sole authorized reseller of SAS is Executive Information Systems (EIS), LLC and no other company makes a similar or competing software. The SAS Software is highly integrated into the DHA systems. Considering an alternative to SAS SW would create a halt in research operations while awaiting the ATO approval of the new software. Implementation of a new software system would result in duplication of costs for associated with training and implementation which the DHA has already invested with SAS. A new software can potentially lead to a break in service due to issues with the implementation that cannot be immediately resolved. Finally, a new software system to replace the SAS will require engineering cost and new testing due to the integration complexity between multiple tools from different vendors.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. All interested sources may submit a capability statement that identifies business size, along with authorized letter from the manufacturer with detailed information and convincing evidence that clearly demonstrates the authority to provide Data Aggregation and Collection Application Software as outlined above.

Reponses to this notice can be submitted to Mr. David Rall, Contract Specialist, at email david.j.rall2.civ@health.mil.
