About this file

This is a Special Notice of Intent to Sole Source from the Department of Veterans Affairs for rehabilitation program accreditation survey work. The Department of Veterans Affairs intends to sole source a contract to the Commission on Accreditation of Rehabilitation Facilities (CARF) for accreditation survey services related to the VA's rehabilitation programs. The notice indicates that the VA has determined that only CARF possesses the unique qualifications and capabilities necessary to provide accreditation survey work that meets federal standards and the VA's specific operational requirements for rehabilitation program evaluation and certification.

The sole source justification is based on CARF's exclusive expertise, established processes, and recognized authority in rehabilitation program accreditation within the federal contracting framework. This special notice serves as a pre-solicitation announcement to inform the market of the VA's intended sole source award and provides an opportunity for interested parties to submit written justifications if they believe they can provide equivalent or superior services. The notice establishes a timeline for interested parties to respond with evidence of capability before the VA proceeds with the sole source contract award.
