About this file

This document is a Special Notice of Intent to award a Sole Source contract to Apteryx, LLC (CAGE Code 31KV7) for the Defense Health Agency (DHA) Dental Integration Service Center (DISC) Corporate Dental System (CDS).

The CDS provides enterprise IT support for the DoD dental mission, allowing dental providers to collect, process, and archive dental data and images. DISC currently supports the dental mission for the Navy and Army at over 137 facilities worldwide, processing approximately 8,000 digital dental radiographs daily. Due to the proprietary nature of Apteryx's software and its integration with DHA's existing network, the government has determined there are no comparable products that can immediately meet the technical, regulatory, and quality requirements. Apteryx is the only contractor authorized to provide the required maintenance and advanced technical support. Interested parties must submit capability statements demonstrating their ability to meet the DHA's requirements by September 15, 2024. This notice does not constitute a solicitation, and the government is not seeking quotes, bids, or proposals at this time.

The proposed contract will be a firm fixed price contract awarded to:

Apteryx, LLC (Cage Code 31KV7) 313 S High St STE 200 Akron, OH 44308-1524

The statutory authority for this sole source procurement is 41 U.S.C.1901, 13.501, Only one responsible source and no other supplies or services will satisfy agency requirements. Consideration will be limited to a single-source due to the product or feature essential to the Government’s requirements. Market research supports that one contractor, Apteryx, LLC (CAGE Code 31KV7), can provide performance at the level of quality required because the supplies or services are unique or highly specialized.

The associated NAICS Code is 541519 (Other Computer Related Services) with a business size standard of 150 Employees.

This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. The current contract was solicited as a commercial, Firm Fixed Priced, 100% small business set aside. The current contract supports the following:

Dental Integration Service Center (DISC) Corporate Dental System (CDS) is the computing environment that is comprised of the software and hardware resources that provide enterprise Information Technology (IT) in support of the DHA. The CDS allows dental providers to collect, process, present, and archive dental workload data, acquire digital images, and update readiness and patient scheduling data. DISC currently supports the Navy and Army dental mission at over 137 dental treatment facilities around the world. Each day, the directorate receives approximately 8,000 digital dental radio graphs that are acquired by Army and Navy dental treatment facilities. DHA has added the U.S. Navy to this Apteryx purchase. The manufacture provides software updates and technical support as needed.

Apteryx LLC is the manufacturer of the Apteryx Imaging proprietary software.

They are the only contractor authorized to provide maintenance, and Tier 3 level support, which includes advanced application support, database programming, firewall rules, reinstall of applications support, and service on their software. At this time, other manufacturers’ software will not integrate with the DHA’s existing network which renders them incompatible. Apteryx LLC provides the authorized updates to their software and provides the technical support desired. Due to the proprietary software provided by Apteryx LLC, meeting federal regulations, and meeting the DHA’s requirement, there is not a comparable product/software that has the capability to immediately meet the regulatory, technical, and quality dental software required by DHA.

All interested sources may submit a capability statement that identifies business size and clearly demonstrates the ability to provide the required support according to regulatory standards required by DHA that Apteryx LLC delivers.
