SPECIAL NOTICE OF INTENT

This is a Notice of Intent to Sole Source. The Enterprise Medical Support-Contracting Division

(EMS-CD), Defense Health Contracting Agency (DHA), JBSA Fort Sam Houston, Texas, intends to award a contract to support the DHA’s Joint Medical Logistics Functional Development Center

(JMLFDC).

This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for

Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids, or proposals. This is to inform the public of the Government’s intent to sole source. Interested offerors are requested to submit their capability package NLT 24 NOV

2024, 11:59 PM Central Standard Time to the POCs listed at the end of this notice. The

Government will provide an email confirmation of receipt of information. Offerors are advised that foreign participation is not permitted. Any submittal received after the due date of this notice, will be used as market research for future procurement of Actian DataConnect Software.

The proposed contract will be a firm fixed price contract awarded to:

Actian Corporation (Cage Code 4AZL1)

710 Hesters Crossing Rd Ste 250

Austin, Texas 78681-7500

The associated NAICS Code is 541519 (Information Technology Value Added Reseller) with a business size standard of 150 employees.

The statutory authority for this sole source procurement is FAR 13.106-1(b)(1)(i), only one source reasonably available. Consideration is limited to a single-source due to the exclusivity of the software license that is only available and provided by Actian Corporation. They own the proprietary rights to their products and there are no other known authorized resellers. Actian Corporation can meet the federal regulations and all the DHA’s security requirements. At this time there is not a comparable product/software that has the immediate capability required by DHA.

The Actian DataConnect software supports the Joint Medical Asset Repository (JMAR) web-base application that provides integrated joint-service medical asset information accessible to any user, at any time, on any device; and is recognized by the DoD as the single authoritative source for joint medical logistics information. The JMAR supports the medical logisticians in their mission to locate and deliver needed medical commodities efficiently. The JMAR is the primary tool for acquiring, managing, and providing accurate joint medical asset visibility information. It captures, integrates, and stores data in a central repository with web-based access, supporting both peacetime and theater environments.

All interested sources may submit a capability statement that identifies business size and clearly demonstrates the ability to provide the required support according to regulatory standards required by DHA that Actian DataConnect Software delivers.
