About this file
This is a Special Notice announcing the U.S. Food and Drug Administration's (FDA) intent to incorporate non-MAS (open market) items over $20,000 into a GSA Federal Supply Schedule order, fulfilling the public dissemination requirement under FAR 5.101(a).
The FDA's Center for Drug Evaluation and Research (CDER), Division of Applied Regulatory Science (DARS) requires one Evident Scientific FV5000 advanced Laser Scanning Confocal Microscope Imaging System with system peripherals on a brand name or equal basis. The core FV5000 system will be procured through the GSA Federal Supply Schedule under MAS Schedule/SIN 334516 (Analytical Laboratory Instrument Manufacturing, Classification Code 6640). The target awardee is Government Scientific Source (GSS), with Solicitation Number FDA-GSA-RFQ-136202. Forty-two peripheral components and services are designated as incidental non-MAS items, including optical components, software licenses, workstations, environmental control systems, installation services, and specialized shipping logistics. The total value of non-MAS components is $188,603.79.
The Contracting Officer certifies that all non-MAS items are ancillary and entirely incidental to the primary microscope hardware and optical scanning frames. Prior to final delivery order execution, all non-MAS component pricing will be evaluated and verified as fair and reasonable using published commercial price lists and independent market research. The consolidation of these items within the primary GSA FSS vehicle provides logistical and financial cost-savings benefits while ensuring native system compatibility and reducing contract administration overhead. This Special Notice is published for information and transparency purposes only and does not constitute a request for competitive open-market quotations. Inquiries may be directed to Contracting Officer Suzanne Martella at suzanne.martella@fda.hhs.gov no later than September 23, 2026 at 12:00 PM Central time.
