Industry Day Announcement

RFP 75D301-24-Q-77751

CDC Industry Day

The Centers for Disease Control and Prevention (CDC), Office of Readiness and Response (ORR), and

National Center for Immunization and Respiratory Diseases (NCIRD) are pleased to announce the

CDC Industry Day hosted by CDC’s Office of Acquisition Services (OAS) on Thursday, June 20, 2024.

The event will include technical briefs and question and answer (Q&A) sessions for three separate projects provided by CDC program representatives from ORR and NCIRD.

It is anticipated that the topics may be the basis of upcoming Requests for Proposals (RFP) or Requests for Quotes (RFQ) submitted to industry members via both the Federal Supply Schedule and SAM.gov.

This is not an RFP and is intended for planning purposes only. Projects will NOT be awarded from this announcement.

The Government will be presenting one Pre-Solicitation Collaboration (PSC), which will include a short brief and a Q&A session for each of the three upcoming projects. The PSC topic consists of the following:

1) Title: Resources for the Improvement of Surveillance and Emergency Response Program (RISER)

NAICS: 325413 – In-Vitro Diagnostic Substance Manufacturing

Point of Contact: Jennifer Gartzke - xuy7@cdc.gov

Short Description: This project is a critical component of CDC’s efforts to ensure the availability and distribution of quality reference pathogens and other reagents to CDC and partner researchers for surveillance and public health responses. It also serves to enhance the CDC’s ability to provide on-site technical assistance to state and local public health laboratories and commercial developers of vaccines, antiviral drugs, and diagnostic tests; in support of our common goal to minimize the impact of bacterial, viral, and respiratory diseases in humans. Further, it builds on successful platforms to expand the network of CDC laboratories that can use this mechanism to further protect the safety and health of Americans.

The primary objectives include: 1) the production of high quality stocks of reference pathogens, positive controls, detection kits, proficiency panels, and other similar type surveillance and research reagents; 2) ensure that reagents critical to the performance of surveillance and other public health-related laboratory activities are available to the CDC, its public health laboratory partners, and researchers and developers for characterization of circulating and novel pathogens; 3) receive and distribute data submitted by public health partners to appropriate CDC laboratories for review and evaluation; 4) ensure the ability to ramp up acquisition, production and distribution activities to surge levels as may be needed to meet the needs of a public health emergency.

2) Title: NCIRD Epidemiologic and other Scientific Research Requirements for Respiratory and Non-

Respiratory Pathogens and Pharmaceutical and Non-Pharmaceutical Interventions

NAICS: 541715

Point of Contact: Sherrie Randall - iom2@cdc.gov

Short Description: NCIRD has a specific need to support epidemiologic and other scientific research to advance the requirements for respiratory and non-respiratory pathogens and pharmaceutical and non-pharmaceutical interventions. Healthcare Epidemiology and Disease Control research is integral in

CDC’s mission to conduct critical science and provide health information that protects our nation by reducing the morbidity, mortality, and costs associated with these conditions.

The purpose of this requirement would be to fulfill new and ongoing requirements that achieve epidemiological scientific research objectives for multiple divisions in NCIRD using an IDIQ. The utilization of the Center-wide IDIQ vehicle will allow NCIRD the ability to address the resource demands and focus on epidemiological scientific research related to Center’s goal of the prevention of disease, disability, and death through immunization and by control of respiratory and non-respiratory pathogens and pharmaceutical and non-pharmaceutical interventions.

3) Title: Preparedness and Response Operational Services (PROS) Blanket Purchase Agreement

NAICS: 541611

Point of Contact: Dawn Redman - pwj5@cdc.gov

Short Description: The objective of the upcoming BPA is to continue services currently being accomplished as follows: Modernize and integrate data systems across multidisciplinary public health entities to support real-time information sharing, risk/situational awareness, effective decision making, and emergency operations.

Enhance the readiness and capacity of the nation’s laboratories and laboratory networks to detect and characterize threats and maintain the highest level of biosecurity and biosafety.

Support and advance CDC and state, tribal, local, or territorial (STLT) health departments’ response capability and lead in ensuring effective federal response and interagency collaboration in public health responses.

Conduct continuous assessment of public health risks and prepare CDC and the Nation to address identified and emerging threats.

The conference will serve to inform potential offerors of the solicitation requirements and provide an overview of the Program Offices that will be utilizing this contract vehicle.
