About this file

This is a Special Notice and Request for Capability Statements issued by the Department of the Interior Bureau of Indian Affairs (IA) for market research purposes. IA is seeking to identify Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of supporting procurement needs across specialized industries to determine future acquisition eligibility under the Buy Indian Act (25 U.S.C. 47). The market research aims to maximize contracting opportunities for these firms, foster competition, and promote economic development within Indian Country. IA is specifically targeting IEEs and ISBEEs operating in underrepresented sectors, particularly those with experience in Educational Support Services (NAICS 611710), Trust, Fiduciary, and Custody Activities (NAICS 523991), Engineering Services (NAICS 541330), Food Service Contracting (NAICS 722310), and Miscellaneous Food Manufacturing (NAICS 311999). Vendors with demonstrated capability to support operations in remote or geographically challenging locations are strongly encouraged to respond.

Interested vendors should submit Capability Statements to biaq@bia.gov with company name, SAM.gov UEI, IEE/ISBEE status confirmation, relevant NAICS codes, core competencies, demonstrated industry experience, geographic service coverage capabilities, and points of contact. There is no active solicitation at this time; responses will be reviewed on a rolling basis with no firm submission deadline, though vendors are encouraged to submit as soon as possible. This is a pre-solicitation notice for market research only.

SPECIAL NOTICE – REQUEST FOR CAPABILITY STATEMENTS

Purpose

Indian Affairs (IA) is conducting market research to identify Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of supporting potential procurement needs across several specialized industries. This market research will help IA determine whether future acquisitions can be procured under the Buy Indian Act (25 U.S.C. 47).

Vendors are invited to submit Capability Statements to: biaq@bia.gov

Background – Buy Indian Act

IA conducts market research as early as possible in the acquisition process to determine whether qualified IEEs/ISBEEs exist in the marketplace for the supplies or services required.

Under the Buy Indian Act, IA aims to:

· Maximize contracting opportunities for ISBEEs and IEEs;

· Foster competition among these firms whenever feasible; and

· Promote economic development within Indian Country.

While any qualifying IEE or ISBEE is invited to respond, IA is specifically seeking firms operating in industries less commonly represented in Buy Indian procurements.

Target NAICS Sectors

IA requests capability statements particularly from qualified IEEs and ISBEEs with experience in the following NAICS codes:

· 611710 – Educational Support Services

· 523991 – Trust, Fiduciary, and Custody Activities

· 541330 – Engineering Services

· 722310 – Food Service Contractors

· 311999 – All Other Miscellaneous Food Manufacturing

Vendors capable of supporting operations in remote or geographically challenging locations are strongly encouraged to highlight this capability.
