About this file
This is a Special Notice/Pre-Solicitation for Capability Statements issued by the Department of the Interior Bureau of Indian Affairs (IA). The agency is conducting market research to identify Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of supporting procurement needs across specialized industries to determine eligibility for future acquisitions under the Buy Indian Act (25 U.S.C. 47). IA is particularly seeking vendors in underrepresented NAICS sectors, including Educational Support Services (611710), Trust, Fiduciary, and Custody Activities (523991), Engineering Services (541330), Food Service Contractors (722310), and All Other Miscellaneous Food Manufacturing (311999). Vendors with demonstrated capability to operate in remote or geographically challenging locations are strongly encouraged to respond.
Interested IEEs and ISBEEs must submit Capability Statements to biaq@bia.gov with their company name, SAM.gov UEI, IEE/ISBEE status confirmation, relevant NAICS codes, core competencies, demonstrated industry experience, geographic service coverage, and points of contact. There is no active solicitation at this time; this notice is for market research purposes only. Responses will be reviewed on a rolling basis with no specified deadline, though vendors are encouraged to submit as soon as possible. This market research initiative aims to maximize contracting opportunities for qualifying firms, foster competition, and promote economic development within Indian Country.

SPECIAL NOTICE – REQUEST FOR CAPABILITY STATEMENTS
Purpose
Indian Affairs (IA) is conducting market research to identify Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of supporting potential procurement needs across several specialized industries. Vendors are invited to submit Capability Statements to: biaq@bia.gov
Background – Buy Indian Act
IA conducts market research as early as possible in the acquisition process to determine whether qualified IEEs/ISBEEs exist in the marketplace for the supplies or services required.
Under the Buy Indian Act, IA aims to:
· Maximize contracting opportunities for ISBEEs and IEEs;
· Foster competition among these firms whenever feasible; and
· Promote economic development within Indian Country.
While any qualifying IEE or ISBEE is invited to respond, IA is specifically seeking firms operating in industries less commonly represented in Buy Indian procurements.
