About this file
This document is a Special Notice of Intent to Sole Source and Performance Work Statement (PWS) for Echo Server Data Recovery, issued by the Bureau of Reclamation's Provo Area Office. The government intends to award a single-source procurement to AllTech for data recovery services, using the statutory authority of 10 U.S.C. 2304(c)(1) for a sole-source contract. The specific requirement is to recover data from four hard drives on a RAID10 server that experienced a catastrophic RAID controller failure, with a performance period from 06/20/2025 through 09/18/2025.
The PWS outlines the key deliverables, which include a written evaluation of hard drive recovery options and the actual data recovery, with both deliverables due 7 days prior to contract completion. The contractor is expected to recover as much data as possible from the four hard drives, with a preference for full data recovery. The external hard drive containing the recovered data will be picked up by the Contracting Officer's Representative (COR). There are no special security requirements, as no sensitive documents are present on the hard drives. The Provo Area Office manages water projects across Utah, Wyoming, Idaho, and Nevada, overseeing numerous dams, canals, pipelines, and land assets.
