About this file

This document provides answers to contractor questions regarding a special notice for a deicing truck mounted spraying unit. The special notice responds to inquiries about solicitation FA8534-20-R-0002, which seeks a cleaning, deicing, and anti-icing fluid truck mounted spraying unit. The answers clarify that the required unit must have a separate auxiliary engine to power deicing components independent of the main vehicle engine. It must have an automatic transmission and polyurethane exterior paint. A top speed of 25 miles per hour is specified for fully loaded operation on paved surfaces. The document aims to address contractor questions on the requirements for efficiency and durability of the deicing spraying unit.

Questions and Answers for DEICER CID A-A-59145D

Special Notice FA853421R0002, 5 November 2020 (Reference Notice ID FA8534-20-R-0002 published 3 Oct 2019)

1. Would sandblast, phosphate wash, & powder coat be an acceptable alternative?

No, the surfaces shall be prepared, primed, and painted with poly-urethane paint. Field repairs do not allow for this via repaint and touch-ups.

Per section 3.2.1.3 Finish. 3.2.1.3 Finish. Unless otherwise specified (see 7.2.c), the exterior finish color of the spraying unit shall be Semi-gloss Green, Color Number 24052 of SAE AMS-STD-595. Exterior surfaces shall be prepared, primed, and painted with polyurethane paint.

2. Will a Hydra-Static/Gearbox driveline be acceptable?

No, the requirement is automatic transmission due to durability. Technicians are already trained to repair automatic transmissions; not a Hydra-Static/Gearbox driveline.

Per section 3.8.4 Transmission. The driveline shall include an automatic transmission. The net torque capacity and the net power rating of the transmission shall exceed the output ratings of the engine.

3. Will a purpose built unit, utilizing a single engine source for all chassis and spraying functions be acceptable?

No, the requirement is a separate engine for efficiency. Users run the separate engine to circulate and warm up the deicing fluid without even cranking the vehicle engine up most times. A single engine running everything would likely cause overloading and damage to system. The entire system (vehicle and deicer) will be inoperable if the engine is not working properly or if the battery dies.

Per section 3.18 Auxiliary power supply. The spraying unit shall use an auxiliary power supply as a means to efficiently drive all de/anti-icing, cleaning, and decontamination components of the spraying unit separate from the main engine.

4. What is the desired top speed in miles per hour (mph)?

The required top speed is 25 mph.

Per section 3.8.1.1 Paved surfaces. The Class A spraying unit shall be drivable over paved surfaces at speeds up to 25 miles per hour (mph) when fully loaded and speeds up to 45 mph when unloaded or empty. The Class B spraying unit shall be drivable over paved surfaces at speeds up to 25 mph when fully loaded and unloaded.

Per Section 3.7 Performance. The spraying unit shall be capable of providing full deicing and anti-icing operations under the following conditions without detrimental effect to subsequent operation: d.

Continuous 25 miles per hour (mph) operating speed on horizontally level surfaces with fluid tanks full in accordance with 3.2.2 of SAE ARP 1971.

Reference SAE ARP 1971: 3.2.2 The unit design must provide a safe and stable configuration for maneuvering about the aircraft with the boom in any possible position at speeds up to 6 km/h (4 mph) with fluid and fuel tanks at minimum, one-half, and maximum operating levels. A 40 km/h (25 mph) speed shall be safe and achievable with fluid tanks at maximum levels. A speed of at least 80 km/h (50 mph) (or 72 km/h (45 mph) for a diesel chassis) with fluid tank(s) at minimum levels may be specified as an option (see 3.9.29).
