About this file

This document is a Special Notice from the Army Contracting Command - Detroit Arsenal (ACC-DTA) regarding an upcoming Request for White Paper (RWP) for the Extreme Energy High Voltage (EEHV) effort under the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA), W56HZV-23-9-D001.

The notice indicates that the Government plans to issue an RWP for the EEHV effort under the DAI OTA, which was entered into with the National Advanced Mobility Consortium (NAMC) on September 1, 2023. The first stage will involve the evaluation of white paper responses, and the Government will select offerors to participate in the second stage, which will involve submitting a full prototype proposal. The Government anticipates awarding at least one Prototype Project Agreement (PPA), with the potential for up to two PPAs, depending on the solutions provided and available funding. The intent of the project is to develop a high voltage battery enclosure to test venting and hazard mitigation strategies, as well as high voltage battery packs using different battery technologies to improve energy densities. The Government also anticipates pursuing a follow-on production effort, which may be awarded without the use of competitive procedures.

Title:

Special Notice – DAI OTA, W56HZV-23-9-D001 RWP24-D14 Extreme Energy High Voltage (EEHV)

Description:

The Government intends to issue a Request for White Paper (RWP) for the Extreme Energy High Voltage (EEHV) under the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA), W56HZV-23-9-D001. The DAI OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 01 September 2023, in support of coordinated research and development projects designed to accelerate streamlining and upgrading of military platforms to enhance our warfighters’ capabilities in 15 different technology areas. The Government will utilize the DAI OTA to award this effort.

The acquisition approach for EEHV will be completed as follows:

a. For the first stage, the Government plans to issue an RWP. The Government will assess all White Paper (WP) responses in accordance with predetermined assessment criteria and select acceptable offerors to participate in the second stage.

b. For the second stage, the Government will issue a Request for Prototype Proposal (RPP) to the offerors selected from the RWP stage. Offerors in this stage shall respond with a full proposal that will be evaluated by the Government in accordance with the criteria that will be contained in the RPP/cost proposal. The Government anticipates awarding at least one Prototype Project Agreement (PPA), but based on solutions provided and available funding, the Government may award two PPAs.

The intent of this project is to develop a high voltage battery enclosure to test venting and hazard mitigation strategies with surrogate batteries. Develop high voltage battery packs using different battery technologies to provide state of the art for energy densities. Other related battery technologies will be pursued, such as tactical battlefield rechargers, with advanced batteries for storage, and wireless charging capabilities, and enhancements to battery enclosure to mitigate battery hazards. Current battery technology will be used, and then state of the art chemistries will be adopted to increase energy densities of the high voltage battery pack. This project is needed to develop a high voltage, energy dense battery needed for all-electric or hybrid electric military platforms.

The Government anticipates pursuing a Follow-on Production effort under the authority of 10.U.S.C.

4022(f), which states that, “a follow-on production contract or transaction may be awarded to the participants of the transaction without the use of competitive procedures…..if A) competitive procedures were used for selection of the parties for participation in the transactions; and B) the participants in the transaction successfully completed the prototype project provided for in the transaction.” The potential follow-on production effort is estimated at $10M for up to 100 units/systems.

NOTE:

This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government’s intent to release an RWP to the NAMC membership.
