About this file
This Special Notice describes the Army Contracting Command – Detroit Arsenal's (ACC-DTA) intent to issue a Request for Prototype Proposals (RPP) for an Autonomous Decontamination System (ADS) under the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA). The acquisition will proceed through three sequential phases: Prototype Design (3 months), Prototype Build and Test (11 months), and Advanced Prototyping and Test (11 months), with the government anticipating awarding multiple Prototype Project Agreements (PPAs) in each phase based on proposal quality and available funding.
The ADS project aims to develop a Modular Mission Payload (MMP)-enabled system initially transportable by Medium Tactical Vehicles and later integratable with autonomous robotic combat vehicles. The government plans to use competitive procedures for selection and potentially pursue a follow-on production effort estimated at $500M for up to 372 systems under 10 U.S.C. 4022(f). Proposals will be submitted to the National Advanced Mobility Consortium (NAMC), with the government's point of contact being Gretchen Perry. This special notice serves to provide advanced notification to NAMC members about the upcoming RPP and is not itself an award solicitation.

Title:
Special Notice – DAI OTA, W56HZV-23-9-D001 RPP25-D06 Autonomous Decontamination System
(ADS)
Description:
The Government intends to issue a Request for Prototype Proposals (RPP) for the Autonomous Decontamination System (ADS) under the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA), W56HZV-23-9-D001. The DAI OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 01 September 2023, in support of coordinated research and development projects designed to accelerate streamlining and upgrading of military platforms to enhance our warfighters’ capabilities in 15 different technology areas. The Government will utilize the DAI OTA to award this effort.
The acquisition approach for ADS will be completed as follows:
a. For the first phase (Prototype Design), the Government plans to issue an RPP. The Government will assess all proposal submissions in accordance with predetermined assessment criteria. The Government anticipates awarding at least one Prototype Project Agreement (PPA), but based on solutions provided and available funding, the Government may award four PPAs.
b. For the second stage (Prototype Build and Test), offerors are limited to the offerors awarded Prototype Design PPAs. The Government will make the selection based on the most highly weighted score in accordance with (IAW) the ADS Test Scope (included in the first phase RPP as an attachment). Offerors will provide the cost proposal for the second phase as part of the first phase proposal submission. The Government anticipates awarding at least one PPA, but based on solutions provided and available funding, the Government may award three PPAs.
c. For the third phase (Advanced Prototyping and Test), offerors are limited to the offerors awarded Advanced Prototyping and Test PPAs. The Government will make the selection based on the most highly weighted score IAW the ADS Test Scope (included in the first phase RPP as an attachment). If the Government decides to exercise this unpriced option, the Government will request a price proposal, including if applicable a not-to-exceed, from the offeror(s). A Price assessment will be completed to determine if the Total Proposed Price for Phase III is fair and reasonable. The Government anticipates awarding at least one PPA, but based on solutions provided and available funding, the Government may award two PPAs.
The intent of this project is to design, build, and deliver one ADS. The ADS will be a Modular Mission Payload (MMP)-enabled system initially transportable by fielded Medium Tactical Vehicles and later integrated with future automated or autonomous robotic combat vehicles to deliver far-forward, mobile decontamination capabilities.
The anticipated periods of performance for each phase are as follows:
Phase I – Prototype Design – 3 months Phase II – Prototype Build and Test – 11 months Phase III – Advanced Prototyping and Test – 11 months
The Government anticipates pursuing a Follow-on Production effort under the authority of 10.U.S.C.
4022(f), which states that, “a follow-on production contract or transaction may be awarded to the participants of the transaction without the use of competitive procedures…..if A) competitive procedures were used for selection of the parties for participation in the transactions; and B) the participants in the transaction successfully completed the prototype project provided for in the transaction.” The potential follow-on production effort is estimated at $500M for up to 372 systems.
NOTE:
This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government’s intent to release an RPP to the NAMC membership.
